RECOMMENDED ACTION:
Adopt Resolution No. 73’-ys authorizing the Carlsbad City Library to apply for a grant frc
the California Library Literacy Service.
ITEM EXPLANATION
The Carlsbad City Library has provided an adult literacy program since 1984. For its first fi
years, this program was supported by grant funds provided by the California State Librz
under its California Literacy Campaign program. State funding was available only for a fi
year period. Since 1989, the Carlsbad City Library’s Adult Learning Program has be
supported by the City’s General Fund.
Under legislation approved in 1990 which created the California Library Literacy Service, t
State Library has provided matching grants to California Public Libraries that have complet
the five year establishment period. Based on locally budgeted funds for literacy progran
the State Librarian has indicated that the State match this year is $1 of State funds for ea
$4.62 in local funds. For the Carlsbad City Library, the State matching funds for 1992-93 I
be $24,021, based upon the Adult Learning Program’s current budget of $1 10,984. In 19:
the California Library Literacy Service grant to the Library was $12,578; in 1992, it w
$1 4,250.
FISCAL IMPACT
The Carlsbad City Library meets the eligibility requirements for receiving State matchi
funds. These matching funds are awarded by the State with the intention of extending
enhancing existing literacy services.
Since the funding provided by this grant is limited, and the amount of future funding
uncertain, the grant funds will be used for a one time purchase of equipment, software a
contractual services to improve and enhance the tutoring of adult learners. Expenditures ‘
equipment, software and contractual services will be $22,242. An indirect of 8%, $1779, i
provide for the cost of administering the grant, for a total grant amount of $24,021. The PI
of Service, the proposed budget for the grant and a list of California Libraries participati
in the program and their local appropriations and State grant award amounts are describ
in Exhibit 2.

RESOLUTION OF ME CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE
APPLICATION FOR A GRANT FROM CALIFORNIA
LIBRARY SERVICES ACT FUNDS.
WHEREAS, the Carlsbad City Library Adult Learning Program provides training
meet the literacy need of adults; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports the gOi
of the City Council and the objectives of the Library; and
WHEREAS, the California State Library will provide additional support for the Ad
Learning Program with grant funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbs
California as follows:
1. That the above recitations are true and correct.
2. That staff is authorized to apply to the California State Library for $24,021
California Library Literacy Service Act funds.

Randy Scott have been instrumental in setting up this aspect of
literacy program, including coordinating occasional computer tra for tutors. Experience thus far has demonstrated the unique lea
opportunities offered by computer-assisted instruction:
-Computers are a fact-of-life in nearly every workplace;
the computers as part of their literacy instruction gives learners a valuable job skill. -Computer-assisted instruction can be conducted by a learne tutor together or by a learner alone for additional study.
-Computers offer endless drill on weak skills.
-Computers offer another methodology for teaching/reinforci
difficult skills. -Computers are nonjudgmental and can be fun, two important
factors for adults who have found learning difficult and defeating.

In addition to expanding computer-assisted instruction, the matcl funds will be used for inservice trainings for tutors, on topics as teaching writing skills, and for purchase of more instruction; workbooks for adult learners.

communication with volunteers and with other agencies, through acquisition of a fax machine, and to expand outreach to potential tutors and learners, through printing of public relations materir
