RECOMMENDED ACTION:
Adopt Resolution No. q3-r'l authorizing certain staff members to sign forms and act as City's agent in pursuing and recovering costs subject to Federal and State guidelines.
ITEM EXPLANATION:
On February 3, 1993, the President of the United States declared all of San Diego County a
disaster area due to storm damage. The filing of appropriate forms will allow the City to cl:
costs related to clean up efforts and damage to public property.
In order to initiate the claim process, the Federal Emergency Management Agency and the
Governor's Office of Emergency Services require that a Designation of Applicant's Agent Re:
be submitted to their offices within 30 days of the Federal declaration.
This resolution will allow Battalion Chief Jim West and Finance Director Lisa Hildabrand to
the City's agent in recovering costs allowed by Federal and State guidelines.
FISCAL IMPACT:
Recovery of allowable costs which are still being compiled.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AUTHORIZING CERTAIN
STAFF MEMBERS TO ACT AS THE ClpTS AGENT
RECOVERY PROGRAMS UNDER THE GOMROC OF THE
STATE OF CAUFORNlA Off ICE OF EMERGENCY SERVICES
WHEREAS, during the storms of January 1993, the City of Carlsbad experienced
IN MAlTERS RELATED TO DISASTER ASSISTANCE - COST
costs and losses related to storm damage; and
WHEREAS, the President of the United States declared San Diego County as a disa!
on February 3, 1993, thereby making federal disaster relief funds available to local
governments; and
WHEREAS, the City filed for reimbursement of certain costs related to that storm
as allowed under the Office of Emergency Services and FEMA guidelines: and
WHEREAS, the State of California Office of Emergency Services has now indicate(
additional costs related to storm damage and clean up efforts is now recoverable by the (
Carlsbad; and
WHEREAS, one additional form is needed for the files in the California Office of
Emergency Services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
I. That the above recitalions are true and correct.
