ITEM EXPLANATION
At its meeting of Tuesday, February 16, 1993, the City Cc
expressed its desire to prohibit bicycles, skatebc
rollerblades, skates, and other non-motorized vehicles fro
bluff top sidewalk on the west side of Carlsbad Boulevard frc intersection with Carlsbad Village Drive to its intersectior e Cannon Road. The Council wished to except wheelchairs anc
strollers from this prohibition. The attached ordinance woi
Signs must be conspicuously posted along the sidewalk to
sidewalk users of this requirement.
FISCAL IMPACT
There will be additional sign costs and additional enforl
costs required to implement and enforce this new regulation

ordain as follows:
SECTION I: That Title 11, Chap€er 11.32 of the Cai
Municipal Code is amended by the additkon \ of Section 11.32.1

"11.32.071 Blufftop Sidewalk - 'Pedestrians only. The sidewalk on the west side of Carlsbad Boulevar its intersection with Carlsbad Village Drive to its inters
with Cannon Road, a distance of approximately 1.875 miles, sh
limited to pedestrians only. No person, shall skate, use, o
any skateboard, roller skatb, coaster, bicycle, toy vehicle, non-motorized vehicle on the sidewalk. Wheelchairs for the handicapped persons and strollers used for the purpo transporting children are exempt from the operation of section. '1

EFFECTIVE DATE: This ordinance shall be effective
days after its adoption, and the City Clerk shall certify
adoption of this ordinance and cause it to be published at
once in the Carlsbad journal within fifteen days aft€
