FIN RECOMMENDED ACTION: FIRST QUARTER REPORT FOR 1992-93 Accept and file reportl ITEM EXPLANATION: The Carlsbad Convention and Visitor's Bureau (CCVB) has submitted their first quarterly re for the Lcal year that rum from October I, 1992, through September 30, 1993. % re covers the first period, from October 1 through December 31,1992. City payments to the CCVB, which occurred in the first period of 1992-93, included distribution of remaining 1991-92 City funds which were due. Although the new Agreement began on October 1, 1992, there were outstanding requests for program funds from the 199 fiscal year which were submitted subsequent to that date. The 1992-93 Agreement is shik that of previous years in that monthly payments will be made to the CCVB to cover 1 administrative costs, and Program funds will be paid upon request and within specified guidelj There were no 1992-93 program funds distributed within the first quarter. Approximately one third, or $14,000 of the expenses incurred in the first quarter of 1992-93 I for programs. Advertising accounts for 56%, or $7,800, of the program expenses. Another of the funds went toward translating and dubbing the Carlsbad tourism video into German, M 10% of the funds went toward travel shows. The CCVB spend $2,500 or 18% of the prog funds within the special events category which is used to promote activities within Carls These funds were used to place an ad in Runners World Magazine which promoted the San D; Marathon. The City anticipates that these expenses will be requested by, and distribi to, CCVB in the second quarter of the 1992-93 year. The remainder of the expenses incurred, approximately $30,000, were for administra and operation costs. These are paid to the Chamber of Commerce on a monthly b; as outlined in the 1992-93 Agreement. Included in the attached exhibit is a Visitor Information Summary for the first quartc program year 1992-93, as well as one for the previous program year. These indicate the number of visitors to Carlsbad in the October to December period increased by from the previous year. FISCALIMPACT: The City's agreement with the Chamber of Commerce establishes $215,000 as the t amount of funding for program year 1992-93, with $118,000 designated administrative costs, and $97,000 designated for programs. Of the program fund $25,000 requires matching contributions from other sources. These amounts I appropriated within the 1992-93 General Fund budget. The video will be distributed to German travel agents other agencies that send Germans to California. October 31: The ConVis hosted a welcoming reception at the Aviara Golf C11 for 56 travel agents who work with Japanese travelers. The travel agents 1 at Aviara for a golf tournament sponsored by Japan Travel Bureau. The Japanese language Carlsbad tourism video was shown and many took copies to help market Carlsbad to their clients. November 4: ConVis staff manned a booth and distributed literature at a t show at the San Diego Convention Center. December 8-9: Leading Hotels of the World, a European marketing company, q Northwest Airlines hosted eight top producing travel agents from Germany t trip to Carlsbad. They stayed at La Costa Resort and were given a tour of area by ConVis staff. They were each given a copy of the German language Carlsbad tourism video to help market Carlsbad to their clients. October-December: The ConVis worked closely with In Motion, the organizer the San Diego Marathon, in their preparations for the race. Schulze's parents moved to Germany when she was 4 and stayed several years. She went back as an exchange student while in college and stayed on to work in a travel agency. She and her hus- band lived there again from 1989-91. The editing and production of Sue Schulze, a Carlsbad resident more than 100 copies of the tape was done by JM Television Produc- tions in Carlsbad. They produced the original English and Japanese versions of the 8-minute video. The ConVis timed the completion of this project to be able to provide copies to a group of leading German Steve Link, ConVis manager, talks wifh travel agmts. Japanese travel agents welcomed The ConVis seized an opportunity to tout Carlsbad's charms to 56 travel agents who work with Japanese travelers. Japan Travel Bureau selected the Aviara Golf Club in Carlsbad for their annual agents golf tourna- ment, held Oct. 31. As each foursome returned to the clubhouse, they were greeted by Steve Link, ConVis manager and Cleta Wright, ConVis director of public relations. Over refreshments provided by the ConVis, Link and Wright chatted with the agents about Carlsbad's hospitallty industry, and showed them Carlsbad's tourism video. "The staff should be applauded for their alertness in spotting opportunities to promote Carlsbad," said Hcpe Wrisley, ConVis Advisory Panel chairperson. The group also attended a tc and wine tasting at Thomas Jaegc Winery in Escondido. They began their visit by viewii the German version of the Carlst: tourism video.
