REGARDING MATERIAL FOR BEACHFILL
Adopt Resolution No. 99-sq , authorizing the Mayor to submit letters in support of re1
Federal guidelines regarding dredged material for beachfill purposes.
ITEM EXPLANATION:
The SANDAG Shoreline Erosion Committee has been evaluating ways to encouraf
replenishment in the region. This work is part of the early Action Program of the Shoreline Prr
Strategy. At its February 4, 1993 meeting, the Shoreline Erosion Committee recomme
SANDAG formally initiate a dialogue with Federal and State agencies aimed at removing I
beach replenishment projects from the agencies' regulatory guidelines.
The Committee's main concern is the regulatory approach applied to dredged or excavate
that contains less than 90% sand. Current Federal and State regulatory guidelines discoura!
of this type of material for beach replenishment unless it is at least 90% sand. Review o
potential future dredging and excavation projects indicates that this regulatory approach s
reduces the regions's cost-effective opportunities to maintain its beaches in the face of
erosion.
SANDAG has sponsored a technical report indicating that there are innovative methods tc
concerns about mud and silt, which still provide for use of the sandy material for beach replc
The report has generated support for changing the regulatory process to encourage the of material consisting of over 50% sand on beaches. The SANDAG Board of Directors ha:
the initiation of activities to promote revisions to the current guidelines which would allow
material for beachfill if it is less than 90% sand. Supporting the revisions is consistent wit of the 1993 City Council Legislative Platform. This segment of the platform calls for the
efforts which would aid the restoration, preservation and enhancement of beach front proF
bluffs, access and parking.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE MAYOR TO EXECUTE
LETTERS OF SUPPORT FOR REVISIONS TO FEDERAL GUIDELINES
REGARDING THE USE OF DREDGE AND EXCAVATION MATERIALS
FOR BEACHFILL PURPOSES
WHEREAS, the City of Carlsbad has adopted a 1993 Legislative Platform calling
support of efforts which would aid the restoration, preservation and enhancement of be
