C-Y OF CARLSBAD - AGE’-‘)A BILL IECOMMENDED ACTION: Approve Resolution No. 93-5 6 , authorizing staff to implement an economic development strategy for the future development of Carlsbad Ranch. ITEM EXPLANATION: The Carlsbad City Council has identified a number of strategic values which are important to the future success of Carlsbad. These values include: . Financial Stability - Sound policies in a balanced revenue expenditure base. . Quality of Life Concerns - Creating a living environment which is environmentally sensitive, free of pollution, non-congested, aesthetically and architecturally pleasing, and offers well-rounded cultural, recreational and other enhanced quality of life opportunities. . Top Quality Services - Delivering the highest quality social, recreational, cultural, infrastructure, community development and public safety services. In addition to these strategic values, the City Council’s five year vision of the community is a Carlsbad which has a “strong, diverse and healthy economy which provides employment to the residents of Carlsbad, economic vitality to the community, and the necessary revenues to support top level City service”. To realize their vision, the City Council has, for the last several years, placed a special emphasis on economic development activities. This year the City Council will consider expanding their economic goals and objectives to include: . Development of project specific Economic Development Strategies. In 1992 the City of Carlsbad was approached by The Carltas Company, Gosnell Builders, LEG0 Systems Incorporated, and the Gemological Institute of America (G.I.A), regarding the future development of Carlsbad Ranch to accommodate multiple uses including: a major hotel/resort, a public golf course and driving range, an educational facility, a family oriented theme park, and a biotech/biomedical facility. I a; I 19 After a preliminary review of the land use and financial issues involving development of Carlsbad Ranch, staff has concluded that the potential economic benefits to the City, warrant further consideration and assistance. In keeping with the City Council’s 1993 Community Development Goals and Objectives relating to economic development, staff has developed an Economic Development Strategy for the Carlsbad Ranch project. This strategy includes: 0 Evaluation of the compatibility of the Carlsbad Ranch project with existing City policies and fiscal objectives; 0 An analysis of the tangible and intangible, direct and indirect costs and benefits provided by the Carlsbad Ranch project, to the community; 0 Evaluation of economic incentives which can be offered by the private sector, the City of Carlsbad, the State of California, and other agencies, in order to facilitate economic development within the City of Carlsbad; and 0 Participation in a Community Involvement and Public Education Plan which informs the community about the proposed Carlsbad Ranch project, including: G.I.A., Pointe Resorts, Golf Course, LEG0 Family Park, and BioteWBiomedical uses; 0 Assignment of a Project Development Team, to insure timely processing of development applications, develop land use and infrastructure strategies, and to support the City’s goal of attracting and retaining target industries. Staff is recommending that the City Council authorize implementation of the Economic Development Strategy for Carlsbad Ranch, which supports consideration of development of Carlsbad Ranch, including; Pointe Resorts, Golf Course, G.I.A, LEG0 family Park, and Biotech/Biomed uses. Once the strategy has been implemented and all evaluations, analyses, plans and sub-strategies are complete, staff will bring this item back to the City Council for further action. FISCAL IMPACT: The fiscal impacts of this proposal can be broken into two pieces; the costs related to developing and implementing an economic development strategy, and the costs and benefits of the resulting development of Carlsbad Ranch. The process of developing and implementing an economic development strategy will require the dedication of a significant amount of staff time during the next few months. In addition, some expenditure of funds may be necessary to pay for services and supplies related to this effort. No specific budget has been developed for this process, however staff will return to Council if the project requires the appropriation of funds beyond those currently available. PAGE 3 OF 3 AGENDA BILL NO. 1 a, 117 The Carlsbad Ranch project has the potential of providing a substantial long term positive economic benefit to the City of Carlsbad, if it is properly executed. Although a detailed economic analysis has not been completed, an initial review shows that the mixed use proposal has a wide spectrum of benefits ranging from the creation of hundreds of new jobs for the region, to providing a stable source of new revenue to fund City services. The proposed Economic Development Strategy will address these fiscal issues, the less quantifiable tangible and intangible costs and benefits, the level of assistance (if any) that the City should provide to this project, and the development and land use issues surrounding the project. NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitation are true and correct. 2. Under my care X have children from Carlsbad and Oceanside. I-heard about your proposal to build a legoland Park Center in Carlsbad, and I would like to send my support. Families form all over San Diego county can only benefit from the opportunity to expose their children to a positive and fun learning experience. I use many levels of your lego products in my Day Care to help me teach colors, shapes, eye- hand coordination, and use of imagination.
