ITEM EXPLANATION:
The widening of Palomar Airport Road and El Camino Real is a joint capital project fo Cities of San Marcos, Vista and Carlsbad. Funding for the project comes from the t cities and from many sources including San Diego County sales taxes (TransNet), 5 sales taxes (TDA), traffic impact fees, San Diego County airport contribution, gas tax fu and Carlsbad Municipal Water District (CMWD) capital funds.
In December 1992, the construction contract for the widening of Palomar Airport Road El Camino Real was awarded to West Coast General Corporation J.V. for over $6.4 mi Council authorized City Manager approval of individual change orders of $25,000 or
to a cumulative value of $650,000.
Since Change Order No. 1 exceeds $25,000, the Carlsbad Municipal Code, Sei 3.28.172(c), requires that it be approved by the City Council. Carlsbad Municipal V District staff have reviewed and approved Change Order No. 1, but since this work is of a larger City project, it is appropriate for the City Council to approve the change c versus the Carlsbad Municipal Water District Board of Directors.
Change Order No. 1 was required because portions of the pipe specified in the ori
contract were not adequate for pressures that it will be exposed to and, therefor( upgrade is necessary.

Change Order No. 1 will affect costs chargeable to the Carlsbad Municipal Water D only. CMWD capital funds totaling $4 million from major facilities fees and c replacement funds have been appropriated for this project. Currently, funds in the an of $968,000 are available in the two CMWD capital project accounts for Change ( 2

A RESOLUTION OF THE CrrY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING CHANGE ORDER NO. 1 FOR PALOMAR
AIRPORT ROAD & EL CAMINO REAL WIDENING, CONTRACT NO. 31 66
WHEREAS, construction of improvements on Palomar Airport Road and El Can
Widening, Project No. 31 66, has necessitated contract Change Order No. 1 ; and
WHEREAS, funds in the amount of $47,548.85 for said change order are av
Account Nos. 505-820-1 860-31 66/506-820-1860-3166.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of (
California, as follows:
1. That the above recitations are true and correct.
2. That Change Order No. 1 for Palomar Airport Road and El Camino Real
improvements, specifically identified as Contract No. 31 66, is approved.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad Cil
held on the 23rd day of MARCH , 1993 by the following vote, to wit:

all labor, materials, equipment, contract time extension, and all other goods and services required
implement this change. Payment stated on this change order includes all charges, direct or indirec

complete and final costs hereof. The requirements of the specifications, where pertinent and not
