ITEM EXPLANATION:
In 1991, the lntermodal Surface Transportation Efficiency Act (ISTEA) became Ii

7. Preservation of abandoned railway corridors (including the conversion ar
thereof for pedestrian or bicycle trails).

Staff has identified three projects which meet the criteria for funding under this acce
first cycle. The projects were selected based on the ability to implement them wit

FISCAL IMPACT:
All of the projects recommended for the funds are currently scheduled in the 92-93
Improvement Program. The medians on Carlsbad Boulevard and Carrillo Ranch we
scheduled to be funded from Public Facilities Fees, but not until the 2002+ timefrar
funds are scheduled in the current year for either of these projects.
The Jefferson Street Bike Lanes have current funding of $190,000 from Transpc
Development Act FDA) funds, but would require an additional $200,000 to comple

The ISTEA funds would provide funding for 88% of the total cost of the projects. T
required match (maximum of $115,320) would need to be committed if the :
project(s) are approved for funding. Funds for the matching portion are availablc
General Capital Construction fund which has an available balance of $840,000.

RESOLUTION NO. 93-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE APPLICATION FOR FUNDS FOR THE
TRANSPORTATION ENHANCEMENT ACTIVITIES (ISTEA) PROGRAM UN[
INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991
WHEREAS, the United States Congress has enacted the lntermodal
Transportation Efficiency Act of 1991, which is intended to provide over $200 million
dollars over a six year period as matching funds to local, state and federal age1
non-profit entities for transportation enhancement activities; and
WHEREAS, the Department of Transportation has established the procedures a
for reviewing proposals and is required to submit to the California Transportation Cc
a list of recommended projects from which the recipients will be selected; and
WHEREAS, the City Council of the City of Carlsbad, California has deter
necessity and desirability to apply for federal funding to complete medians on
Boulevard; Jefferson Street Bike Lanes; and Carrillo Ranch Stabilization; and
WHEREAS, said procedures and criteria established by the California Dep
Transportation requires a resolution certifying the approval of the application by the
governing body before submission of said application to the California Trai
Commission and the State of California; and
WHEREAS, the applkation contains assurances that the applicant must comp
WHEREAS, the City, if selected, will enter into an agreement with the State c

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City o
