The California Department of Transportation (CALTRANS) h primary responsibility for administration of the program. The Regional Transpc Planning Agencies has the responsibility for selecting activities within their juris based on statewide screening and ranking criteria. In San Diego, SANDAG is thl agency. In order to reduce the risk of lapsing federal transportation enhancement activities CALTRANS has developed an accelerated first programming cycle. f recommendations are due in to SANDAG by April 1, 1993 to meet this acceleratc cycle. Projects selected must be obligated for construction by September 1995. F recommendations for the second cycle are due August 1, 1993 and yearly thereafl In order to be eligible for funding, enhancement projects must meet specific criteria. must be activities over and above normal projects, have a direct relationship intermodal transportation system and fit into one or more of ten activity categor defined in the program guidelines. The ten categories are: 1. Provisions of facilities for pedestrians and bicycles. 2. Acquisition of scenic easements and scenic or historic sites. 3. Scenic or historic highway programs. 4. Landscaping and other scenic beautification. 5. Historic Preservation. 6. Preservation of abandoned railway corridors (including the conversion ar thereof for pedestrian or bicycle trails). Control and removal of outdoor advertising. 8. 9. Archaeological planning and research. 10. Staff has identified three projects which meet the criteria for funding under this acce first cycle. The projects were selected based on the ability to implement them wit timeframe of the program and they best fit the criteria. Staff is developing a list of p for the August funding cycle. FISCAL IMPACT: All of the projects recommended for the funds are currently scheduled in the 92-93 Improvement Program. The medians on Carlsbad Boulevard and Carrillo Ranch we scheduled to be funded from Public Facilities Fees, but not until the 2002+ timefrar funds are scheduled in the current year for either of these projects. The Jefferson Street Bike Lanes have current funding of $190,000 from Transpc Development Act FDA) funds, but would require an additional $200,000 to comple source of these additional funds had not yet been determined. The ISTEA funds would provide funding for 88% of the total cost of the projects. T required match (maximum of $115,320) would need to be committed if the : project(s) are approved for funding. Funds for the matching portion are availablc General Capital Construction fund which has an available balance of $840,000. EXHIBITS: 1. Resolution No. 9 3 - 5 7 approving the application for ISTEA funding. 2. lntermodal Surface Transportation Enhancement Activities (ISTEA) Fact Shee P 1 2 3 4 5 6 7 €3 9 10 11 12 13 14 15 16 17 I.8 I’ 20 21 22 23 24 25 26 27 28 0 0 RESOLUTION NO. 93-59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE APPLICATION FOR FUNDS FOR THE TRANSPORTATION ENHANCEMENT ACTIVITIES (ISTEA) PROGRAM UN[ INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991 WHEREAS, the United States Congress has enacted the lntermodal Transportation Efficiency Act of 1991, which is intended to provide over $200 million dollars over a six year period as matching funds to local, state and federal age1 non-profit entities for transportation enhancement activities; and WHEREAS, the Department of Transportation has established the procedures a for reviewing proposals and is required to submit to the California Transportation Cc a list of recommended projects from which the recipients will be selected; and WHEREAS, the City Council of the City of Carlsbad, California has deter necessity and desirability to apply for federal funding to complete medians on Boulevard; Jefferson Street Bike Lanes; and Carrillo Ranch Stabilization; and WHEREAS, said procedures and criteria established by the California Dep Transportation requires a resolution certifying the approval of the application by the governing body before submission of said application to the California Trai Commission and the State of California; and WHEREAS, the applkation contains assurances that the applicant must comp WHEREAS, the City, if selected, will enter into an agreement with the State c to carry out the transportation enhancement activities project; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City o California, as follows: 1. That the City Council approves the filing of an application(s) for the Tram Enhancement Activities Program for consideration for funding on the above named p 3. That the City will make adequate provisions for operation and maintenar project(s). 4. That the City Engineer or hidher designee is hereby appointed as agent ( of Carlsbad to conduct all negotiations, execute and submit all documents, includir limited to, application, agreements, amendments and payment requests which may be for the completion of the aforementioned project(s).
