DISTRICT NO. 93-01
ADOPT Resolution No. 93 - 76 directing staff to prepare documents
establishment of the Rancho Carrillo Assessment District No. 93-01 and ai
retaining a consultant team comprised of NBS/Lowry - Assessment Engineer,
Diven and Hentschke - Bond Counsel, and KadieJensen, Johnson and Bc
Financial Advisor.
BACKGROUND:
The City has received petitions from the property owners of the Carrillo Ranch
Plan area south of Palomar Airport Road asking the City to consider the formati

The general boundary of the Rancho Carrillo Assessment District, as proposed property owners, is that portion of Local Facilities Management Plan (LFMP) Z
south of Palomar Airport Road. The facilities to be included that meet the stand:

Melrose Avenue from Palomar Airport Road southerly to the

In addition, the property owners have asked the City to consider funding the cons
of the North La Costa sewer pump station and force main both inside and outsid
master plan area. Staff is willing to consider this portion of the project, howe
sewer improvements outside the master plan area would not meet the Council P
standards as currently interpreted by staff. Council will receive a full report
segment of the project prior to agreeing to form the district. Costs for this sewer I
be included or excluded by Council action at the time of formation.
Rick Engineering, the Design Engineer, has estimated the costs for these facilitic
approximately $30 million.
In January of this year, the project applicant and their consultants met with City
consider the project is accordance with Council Policy 33. At that meeting, the F
Committee generally agreed with the proposed improvements which are request
included within the Assessment District.
However, in order to include the construction of El Fuerte and Carrillo Way w
boundaries of the Carrillo Ranch Master Plan, the developers are required to p
complete circulation "link" in accordance with Council Policy 33. A portion (
roadways must be constructed through LFMP Zone 17, to complete a roac
compliance with Policy 33.

Staff is requesting authorization to expend time in preparing an implementation i the formation of this Assessment District. Staff is also recommending hiring a i consultants to assist the City with the formation of this district. It is a common F
to hire an Assessment Engineer, Bond Counsel and a Financial Advisor.
The duties of an Assessment Engineer is to determine an assessment spread,
estimated cost of public facilities with the Ctty Engineer and ensure that infrasi
requirements placed on the Carrillo Ranch Master Plan can be included wit
proposed district. The Bond Counsel is responsible for the preparation (
documents, review of the assessment spread issues and develop a process
formation of the district. The Financial Advisor will provide an initial appraisal to ve
to value ratios, the development of an implementation plan (sometimes know
feasibility study) and coordinate the formation process.
FISCAL IMPACT:
The Rancho Carrilla property owners have deposited $50,000 to cover the initil
required to establish an Assessment District. Additional costs may be incu
complete a property appraisal. Any additional costs will be borne by the property
within the district. Once formed, the district will provide a small amount of revenul
General Fund to cover annual administrative costs. Bond Counsel services
preliminary process will be $5,000. The Implementation Study and Appraisal servi
cost $22,000. The Assessment Engineer and associated preliminary assessment
will cost $25,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA DIRECTING STAFF TO PREPARE
DOCUMENTS FOR THE ESTABLISHMENT OF THE RANCHO
CARRILLO ASSESSMENT DISTRICT NO. 93-01.
WHEREAS, the property owners within the Rancho Carrillo Master Plan have F

WHEREAS, the public facilities to be included within this assessment district, t
reviewed and have been found to comply with Council Policy 33 by the City’s
Committee; and
WHEREAS, in addition to the recommended facilities, the property owners hz
the City to consider the inclusion of costs related to the construction of the North
Pump Station, Force Main and gravity sewerline in the assessment district; and .
WHEREAS, the property owners have deposited $50,000 with the City 1
preliminary costs related to the formation of this assessment district.
NOW, THEREFORE, Be It RESOLVED by the City Council of the City of
California as follows:

That the above recitations are true and correct.
That the City Council authorizes staff to begin work on the formal
Rancho Carrilh Assessment District No. 93-01.

by the property owners; however, those costs that are directly related to the constri

reimbursed to the property owners by the assessment district.
