RECOMMENDED ACTION:
City Council adopt Resolution No. 93 - k 5
positions to Secretary II; two Clerk Typist II and two Permit Clerk
positions to Word Processing Operator II; and three ReceptionisVCashier
positions to Clerk Typist 11.
ITEM EXPLANATION:
In 1990, the City of Carlsbad contracted with a consultant to study over
50 clerical positions. The objectives of the Clerical Study were to:
1) review and revise job descriptions and titles; 2) audit positions to
ensure placement in appropriate classifications; 3) conduct a market
survey of the benchmark position; 4) develop appropriate differentials
between jobs: and 5) establish a career ladder. The City and the Carlsbad
City Employees’ Association (CCEA) have met and conferred in good faith
since May 1991 relative to those aspects of the Clerical Study which fall
within the scope of representation.
Given the seriousness of the current economic situation and the
uncertainty of what actions the City may have to consider in order to
mitigate a budget deficit, staff identified and reviewed a series of
options relative to the implementation of the Clerical Study.

FISCAL IMPACT:
The estimated cost of the reclassifications and salary related benefits
for the remaining 1992-93 fiscal year based on an April 12, 1993,
effective date is approximately $3,068. The estimated annualized cost
for FY 1993-94 of the reclassification of these positions, including the
salary related benefits, is approximately $1 3,300. The departments wi
be able to absorb these increases within their existing budgets, thus no
additional appropriation is necessary.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, RECLASSIWING
THREE SECRETARY I POSITIONS TO SECRETARY II;
TWO CLERK TYPIST I1 AND TWO PERMIT CLERK
POSITIONS TO WORD PROCESSING OPERATOR 11;
AND THREE RECEPTIONIST/CASHIER POSITIONS
TO CLERK TYPIST 11.
WHEREAS, the City Manager recommends and the City Council
concurs, that the reclassification of three Secretary I positions to
Secretary 11; two Clerk Typist II and two Permit Clerk positions to
Word Processing Operator 11; and three ReceptionisVCashier
positions to Clerk Typist II be adopted for approval.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitation is true and correct.
2. That the City Council authorizes and directs the City
Manager to reclassify the positions of Secretary I in the Arts Offia
the City Manager’s Office, and the City Attorney’s Office to
Secretary II; the positions of Clerk Typist I1 in the City Clerk’s
Office and in the Engineering Department to Word Processing
Operator II; the positions of Permit Clerk in the Engineering and
Building Departments to Word Processing Operator II; and the thrc
ReceptionisVCashier positions in the Parks and Recreation
Department to Clerk Typist 11.
