CIT~F CARLSBAD - AGEN~BILL RECOMMENDED ACTION: City Council adopt Resolution No. 93-gb to amend the classifications of Meter Services Worker l and II and to establish the new classifications of Meter Services Worker Ill and Cros Connection Control Technician. ITEM EX P LAN AT1 ON : This study had been initially conducted in 1990, but due to the impending assimilation of this City function with the Carlsbad Municipal Water District (CMWD), the study was placed on h until after the consolidation of functions had been completed. The intent of this study was to review and revise job descriptions to more accurately reflect the duties and the changing neec and growth of service in this department. Recently, all positions in this department were reaudited and, in conjunction with the CMWD staff, Human Resources revised the Meter Reader/Repairer series and created two new job classifications. Based on the information collected, staff recommends the revision of the classifications of Meter Reader/Repairer I anc to Meter Services Worker I and II; and the establishment of the Meter Services Worker Ill an the Cross Connection Control Technician class specifications. BACKGROU ND The study indicated that the current Meter Reader/Repairer job descriptions did not convey tl variety of services and requirements that are currently being performed by the incumbents. Further, the administrative workload increased dramatically due to: 1) an additional mandat program (Cross Connection Control or Backflow Prevention); 2) the growth of customer bas and services; and, 3) the increasing need to investigate and troubleshoot problems in the fielc As a result the office coordination and field supervision became too overwhelming for one supervisor to manage effectively. Thus, the following revised classifications and the establishment of two new classifications is being recommended. The Meter Services Worker I and II class specifications have been amended to reflect not only the reading and repairing of meters, but also testing, installing, removing, replacing and maintaining of meters, related parts and equipment. Additionally, in the course of their routc these incumbents often investigate water leaks and related problems and advise customers of corrective measures. The revised class specifications also reflect the updated safety and on- job training requirements necessary to perform these duties. The Meter Services Worker Ill classification is recommended to be established to assist the Meter Shop Supervisor in the field. This new classification includes the daily supervision of six member Meter Services staff, the monitoring of field operations and the troubleshooting ( customer problems on site. This will allow the Supervisor to concentrate on handling the administrative reporting tasks, analyzing monthly reports and coordinating information witt the billing and other operational department staff in resolving problems. + m * Page 2 of 2 Agenda Bill No. 3 1 1s 6 The Cross Connection Control Technician classification is recommended to be established to assist the Supervisor in implementing and monitoring commercial installation and maintenanc of backflow devices. The State mandates that cities are responsible for the implementation and enforcement of this program. As a result, the City has been developing systems to track this information and work with businesses to ensure compliance. This position will be responsiblc for identifying businesses where backflow devices are required and notifying, advising, inspecting and documenting the installation and maintenance of these devices. The local conflii of interest code will be amended to add this position requiring appropriate disclosures. The City and the Carlsbad City Employees’ Association (CCEA) have met and conferred those aspects of the recommendations which fall within the scope of representation. FISCAL IMPACT: There is no fiscal impact in amending the Meter Services Worker I and II classifications as it results in a title change and update of the job descriptions only. In the establishment of the two new classifications, Meter Services Worker Ill and Cross Connection Control Technician, staff recommends that both classifications be placed on the General Employee Salary Schedule at Range 38, $1,020.78 - $1,240.76, biweekly. CMWD is requesting that the current funding of two Meter ReadeVRepairer II positions be converted to fund the new positions of Meter Services Worker Ill and the Cross Connection Control Technician. An additional cost of approximately $4,300 will be required annually to fully fund these positions at the recommended range. The cost for the remaining 1992-93 fiscal year, effective April 12, 1993, is estimated to be $994. This additional year’s cost v be funded through savings of unfilled positions previously approved in the operating budget. EXH I BITS : 1. DISTINGUISHING CHARACTERISTICS: Meter Services Worker I is the entry level class in the series. Positions in this class are expected to learn and perform a variety of core duties which include reading and maintenance of water utility meters. Certain tools anc equipment will be utilized on a training basis or for tasks that are repetitiv in nature. Positions are assigned to this level with the understanding that elevation to the I1 level may follow successful job performance and persons development, at the discretion of the department head. This is an entry level maintenance worker classification that will be provided cross-trainin exposure to journey level work. Meter Services Worker II is the journey level class in the series. Position3 assigned to this class are expected to skillfully perform a wide variety of duties independently which include testing, installation, maintenance, removal, repair, and replacement of water utility meters, while exercising sound judgement and demonstrating initiative.
