RECOMMENDED ACTION:
Adopt Resolution No. 9 3’ -8 4 supporting AB 71 3 (Goldsmith).
ITEM EXPLANATION:
The San Diego Association of Governments (SANDAG) has been awarded a fede:
technical assistance grant, and has another federal grant pending, to conduct
congestion pricing and transit development demonstration on Interstate Highw
Route 15 (1-15) high-occupancy vehicle (HOV) expressway for purposes
increasing revenues for transit development in the 1-15 corridor. The revenu
available for, and generated by, the demonstration project will be used to suppc
the development of a light rail equivalent transit system along the 1-15 corridor, a~
to benefit lower income communities and transit dependent individuals. TI
demonstration program is designed to demonstrate the feasibility of low and hi;
technology congestion pricing mechanisms, and to improve the region’s air qualj
and reduce traffic congestion. Information obtained from the program will al
benefit development of congestion pricing mechanisms, which could be used aloi
the 1-5 corridor in the future.
The grants would assist SANDAG, in cooperation with CALTRANS, area tran
districts, and the Cities of San Diego and Poway, in funding the demonstratic
project. However, state enabling legislation is necessary to carry it out. For th
purpose, at the request of SANDAG, Assemblyman Jan Goldsmith has introduced 1
713 (Exhibit 1). Because AB 713 applies solely to a project in this region, t
Executive Committee of SANDAG and Assemblyman Goldsmith have requested th
each city and the County of San Diego act to support the bill.

AB 713, as introduced, Goldsmith. Highway tolls: transit service: demonstration project. (1) Existing law authorizes 4 toll highways in northern California and one in southern California, to be operated 8s demonstration programs. Existing law also authorizes certain
transportation projects in Orange Comty to be constructed
and operated as toll facilities by a joint powers agency.
This bill would authorize the San Diego Association of Governments (SANDAG) to conduct a demonstration
program pursuant to which single-occupant vehicles would be allowed to use the high-occupancy vehicle lane on a specified portion of Interstate Highway Route 15 (1-15) for a fee. The fee revenues would be held by SANDAG to carry out a congestion pricing and transit development demonstration program in the 1-15 comdor, in accordance with the terms of federal grants. The bill would require SANDAG to report to
the Legislature every 2 years on the progress of the demonstration program.
(2) The bill would declare that it is to take effect immediately as an urgency statute.

RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, CALIFORNIA
SUPPORTING AB 713 (GOLDSMITH)
WHEREAS, Assemblyman Goldsmith has introduced AB 713 which wou
enable the San Diego Association of Governments (SANDAG) to undertake
Federally approved and funded 1-15 High-Occupancy Vehicle (HOW Tran
Development and Congestion Pricing Demonstration Project; and
WHEREAS, the project would rake funds for increased HOV Facilities a
transit alternatives in the 1-15 corridor by pricing the use of excess capacity on t
1-15 HOV by single-occupant vehicles; and
WHEREAS, the 1-15 corridor lacks adequate transit service and there i
currently no funds available for additional service; and
WHEREAS, the revenues available for, and generated by, the demonstrati
project will be used specifically to support the development of a light rail equivalt
transit system along the 1-15 corridor, and benefit lower income communities a
transit dependent individuals; and
WHEREAS, the demonstration project is designed to demonstrate i
feasibility of low and high technology congestion pricing mechanisms, and
improve the region’s air quality and reduce traffic congestion; and
WHEREAS, in order to conduct the demonstration project, it is necessaq
authorize the use of high-occupancy vehicle lanes by single-occupancy vehicles,
a fee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
Carlsbad, California, as follows:
