HomeMy WebLinkAbout1993-04-13; City Council; 12163; 1992-93 STREET CHIP SEAL PROGRAM AUTHORIZATION TO ADVERSTISE FOR BIDS7 I 1992-93 STREF3S CHIP SEAL PROGRAM ECOMMENDED ACTION: Adopt Resolution No. 9 3 -4 % specifications and authorizing the City Clerk to advertise for bids for the 1992-93 Streets Chip Seal Program. ITEM EXPLANATION: The City of Carlsbad first began its major street maintenance programs in fiscal y 1984-85 and it consisted of overlay and slurry seal programs. The chip seal program v added in 1988. These programs continued on an annual basis until fiscal year 1991-92 which time the slurry seal and chip seal programs were postponed due to budget constraints. The result of this recommended action will be the implementation of postponed 1991-92 Chip Seal Program. The streets scheduled for chip seal were selected using a combination of the follow criteria: 1) County of San Diego Road Rating Program, 2) visual inspection, and recommendations by City engineering staff' in response to a "Notice of Potential Cod which was sent to all City departments and public utilities. Contract documents, special provisions and specifications have been prepared and are file in the Utilities and Maintenance Administration Office. Work is anticipated to be in May or June and is estimated to take about twenty-five (25) workdays to fully complt ENvIR0"TALREVIEw: The Planning Director has determined that the proposed project, which is limited to re1 and maintenance of existing facilities, is categorically exempt from environmental rei pursuant to Section 15301 of Title 14 of the California Code of Regulations (CE approving contract documents, special provisions 2 FISCAL IMPACE Project costs are estimated to be $300,000. Adequate funds were budgeted in Str Maintenance and are available in the account for asphalt repairs.
