ITEM EXPLANATION: Section 10.40.010 of the Carlsbad Municipal Code states that a vehicle may par1 public street for a maximum duration of up to 72 hours. Citations are issued Carlsbad Police Department when a parking violation occurs, on a time available bE this type of enforcement. To circumvent the 72 hour requirement, some drivers mc vehicle a very short distance, such as one to two feet, to start the 72 hour cyck again. As a result, vehicles are parked virtually in the same location continuously type of driver behavior has resulted in frequent complaints to staff and the Department. Most violations occur from passenger-type vehicles, however, all ve including RV’s, boats, and trailers contribute to the problem. Unless specifically prohibited by proper signing, on-street parking is allowed on n the public streets in the City of Carlsbad. Depending upon the width of the street, F may be permitted on one side or on both sides OB the street. In addition, the Carlsbad owns public parking lots where a vehicle also can park for 72 hours. On-street parking is a convenience in residential, commercial and other 101 throughout the City. Most drivers comply with the maximum 72 hour requirems problems are held to a minimum. Chronic violators, however, become a nuisancc neighborhood and require continuous police enforcement monitoring of the sit Unfortunately, there is limited manpower available for parking enforcement in Carl At the Traffic Safety Commission meeting of January 4, 1993, a strategy was discus permitting a vehicle to park legally for 72 hours and then be required to move the a certain distance after the 72 hour period. A minimum established distance permi parking initially at the desired location without becoming long-term parking in tht location on the public street or in a public parking lot. Some inconvenience is associated with the minimum distance requirement in tl vehicle owner/operator must move from his/her desired parking location. Lor parking in one specific location is reduced, however. No significant increase in I enforcement manpower is necessary to monitor the movement of vehicles since tk only a minimum number of chronic offenders taking advantage of the current Carlsbad ordinance. At their January 4, 1993 meeting, the Traffic Safety Commission recommended k vote that the Carlsbad Municipal Code be amended to specify that after 72 cons hours a parked vehicle must move a minimum distance of one-tenth of a mile (54 03 m c\l z g a, V a a I m 5 G el-4 M 0 a, V 3 a 0 !-I c, F: -4 4 -4 V V FISCAL IMPACT: 1 o\ g 0 m 0 N \ 4- No fiscal impact by amending the Carlsbad Municipal Code. 1.
