ENG TO A POINT 3,000 FEET NORTHERLY CITY I RECOMMENDED ACTION: Introduce Ordinance No. fl S - 23 7 to establish a prima facie 35 mile per hour spe upon Ayenida Encinas from Poinsettia Lane to a point 3,000 feet northerly. ITEM EXPLANATION: The Carlsbad Police Department requested staff to conduct an engineering anc survey on Avenida Encinas between Poinsettia Lane and the terminus of Avenida 1 approximately 3,000 feet northerly of Poinsettia Lane. Avenida Encinas is desigr a Secondary Arterial on the Circulation Element of the General Plan, but has n connected to the terminus point southerly of Palomar Airport Road. The roa currently built to approximately one-half of its ultimate width. The subject seg Avenida Encinas serves as access to various businesses, commercial, mot1 automobile dealerships. Seven driveways and two cul-de-sacs intersect Avenida northerly of Poinsettia Lane. The roadway has an Average Daily Traffic vo approximately 4,400 vehicles. Sections 22357 and 22358 of the California Vehicle Code authorizes local authc establish a prima facie speed limit on the basis of the results of an engineering ar survey, Staff presented the results of the survey to the Traffic Safety Commis March 1 , 1992. The engineering and traffic survey considered such factors as the of collisions that have previously occurred on this road segment, roadway feature volumes, driveway locations and the critical speed. Based upon the result engineering and traffic survey, the Commission recommended, by a 5-0 vote, thai facie 35 mile per hour speed limit be established upon Avenida Encinas from P Lane to a point 3,000 feet northerly. FISCAL IMPACT: Installation of two speed limit signs will cost approximately $1 10.00. EXHIBITS: 1. Location map. 2. NS - 2 3 9 A RESOLUTION OF THE CIlY COUNCIL OF THE CITY OF CARLSB CALIFORNIA, AMENDING TITLE 10, CHAPTER 10,44, OF THE CARLSE MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.280TO ESTABL A PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT UPON AVENIDA ENCIb FROM POINSETTIA LANE TO A POINT 3,000 FEET NORTHERLY WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains SECTION 1 : That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is by the revision of Section 10.44.280 to read as follows: “1 0.44.280 Avenida Encinas: a. Upon Avenida Encinas from Poinsettia Lane to a point 3,000 feet northerly, the prima facie speed limit shall be thirty-five miles per hour. Upon Avenida Encinas from Palomar Airport Road to its intersection with Cannon Road, the prima facie speed limit shall be forty miles per hour. b.
