Adopt Resolution No. 93 e 1511 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the repairs to the biological mitigation for the Palomar
Airport Road West Assessment District.
ITEM EXP LAN AT1 0 N :
The plans, specifications, and cost estimate have been completed for repairs to mitigation
plantings established as part of the California Coastal Commission Permit to build the
Palomar Airport Road West Assessment District Project. The Engineering Department, in
consultation with the Planning Department, has reviewed and approved the plans and
specifications. The project includes replanting of vegetation and revisions to the existing
irrigation system to include some additional distribution lines. It was necessary to replant
since the drought required that irrigation water be shut off. Consequently, many plants
died and need replacement.
FISCAL IMPACT
The estimate for this project is $85,200. The cost breakdown follows:
Construction & Related Costs:
Construction $60,000
Inspection (10%) 6,000
Construction Administration (5%) 3,000
SUBTOTAL $78,000
rn Construction Contingency (1 5%) 9,000
Maintenance Costs
Average $300/Month x 24 Months $7,200
TOTAL $85,200
The maintenance program will be more aggressive in the first year and decreasc
proportionately over the remaining time required for the monitoring period following projec
completion. It is expected that all plantings will be self-sufficient at the end of thc
monitoring period.
The above funds will be paid from Account Number 41 0-820-1 880-3401, which has i
current balance of $260,000. The Council previously approved Resolution Number 91 -40(
which provides for expenditure of funds to do the work.
The General Plan Consistency determination has been made and the Planning Director ha:
reviewed this project and has issued a Negative Declaration.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE BIDS FOR THE
REPAIRS TO BIOLOGICAL MITIGATION ALONG PALOMAR AIRPORT
ROAD, PROJECT NO. 3401
WHEREAS, the City Council of the City of Carlsbad has determined it necessa
desirable, and in the public interest to perform the repairs to the existing mitigation on the SOL
side of Palomar Airport Road which was planted as a condition of the California Coas
Commission Permit for the Palomar Airport Road West Assessment District Widening project; a
WHEREAS, plans and specifications for the furnishing of all labor, material, to(
equipment, transportation, and other expenses necessary or incidental for said Project No. 3~
have been prepared and are on file in the Engineering Department of the City of Carlsbad i
are incorporated by reference herein; and
WHEREAS, the City Council of the Ci of Carlsbad has previously appropriated funds
said project by Resolution Number 91-400 attached.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsk
California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications as presented are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to proc
to publish, in accordance with law, Notice to Contractors inviting bids for the repairs to exis

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ORDERING CHANGES AND MODIFICATIONS IN PROCEEDINGS AND ASSESSMENTS IN A SPECIAL ASSESSMENT DISTRICT
WHEREAS, the City Council of the City of Carlsbad has previou
adopted its Resolution of Intention and confirmed an assessment for certain wo
of improvement in a special assessment district, pursuant to the terms
provisions of the "Municipal Improvement Act of 1913", being Division 12 of
Streets and Highways Code of the State of California; said special assessn
district known and designated as Assessment District No. 86-1 (Palomar Air1
Road), hereinafter referred to as the "Assessment District"; and,
WHEREAS, subsequent to the confirmation of the assessment and a.
the improvements were ordered, but during the pendency of these proceedings
appears to be in the best public interest to order certain changes
modifications to the proceedings, the Engineer's "Report" and the work
improvement.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That it is hereby ordered that certain specific changes
modifications be made, said changes and modifications generally describe
follows:
A. Mitigation repair and replacement including weeding, plan1
irrigation repair and fertilizing, cultivating or assoc
work as required.
Slope erosion control including raking, hydroseeding, pl
jute matting and hay bales.
Annual monitoring and reporting for a five-year period.

That said changes and modifications are hereby ordered pursuant
the provisions of Section 10352 of the Streets and Highways Code and said char
and modifications will not result in the increase in any individual assessn
or result in the inclusion of any properties not originally within the boundai
of the Assessment District.

5. That no public hearing is required for these changes
modifications inasmuch as said modifications meet the intent and requirement
said Section 10352 of the Streets and Highways Code, and it is further he
