ITEM EXP IAN AT1 0 N : Each year, SANDAG administers distribution of $2,500,000 for non-motorized fa( throughout San Diego County for bicycle and pedestrian projects under special provi any city located in San Diego County by completing an application form and the ai TDA claim form. Projects submitted must be included in an adopted City plan ar included on the seven-year Regional Transportation Improvement Plan (RTIP) update. update, modified adding new projects, is submitted annually by the City of Carlsbad 1 Engineering Division staff. A resolution from the City Council for each project for \I TDA funds are requested are required as part of the application process. At the April 5, 1993 meeting of the City of Carlsbad Traffic Safety Commissior Commission recommended by a 4-0 vote that TDA funding be pursued for three pro The Commission recommended the following projects be considered for funding b TDA program: of the Transportation Development Act (TDA). Claims for this money can be initiatc 1. Jefferson Street Bike Lane 2. 3. Poinsettia Lane/lnterstate 5 Bridge Bike Lane Sidewalk construction at priority locations The Jefferson Street Bike Path proposes the construction of two bicycle lanes (one in direction) on Jefferson Street from Marron Road through the overcrossing on Interst: This bike lane will provide a connecting link with the existing bike lanes leading tc Plaza Camino Real Mall and the recently completed Duck Landing area. This will provide a connection with the bike lanes westerly of Interstate 5. The estimated fur request is for $1 88,000 which will supplement previously received funds to construc entire project. The Poinsettia Lane/lnterstate 5 Bridge Bike Lane will provide for two bicycle lanes H will connect the primarily residential development east of Interstate 5 with the fi commercial, commuter and beach routes west of Interstate 5. The request to prc these needed facilities is estimated at $290,000. 1 a # Page 2 of Agenda Bill No. I$,i 203 Funding for sidewalk construction is being requested to help complete the many mi sidewalk linkages throughout Carlsbad. In 1988, the City of Carlsbad obtained ful from SANDAG to prepare a comprehensive Sidewalk Inventory Report. That repor been completed and prioritized all locations throughout Carlsbad where sidewalk needed. SANDAG funding, if received, will be combined with the Capital Improve Project (CIP) funding to begin construction of sidewalks in priority locations. It recommended by the Traffic Safety Commission that funding be requested to supple other funding sources to construct sidewalk locations ranked as Priority #1 througt- in the Sidewalk Inventory Report, (Attached to Exhibit 3), The TDA funds requested as a result of this action totals $588,350 for the constructi the above three projects.
