At their special meeting held May 3, 1993, the Historic Preservation Commissic citizens' requests for changes to the Cultural Resource Inventory and the Pres Ordinance, Specific concerns express by citizens at the meeting were; 1) that bei

RECOMMENDATION
The Historic Preservation Commission is recommending that the City Council appoint a
committee of Commission members and citizens to evaluate the Cultural Resource Inventory:
graded 1, 2 and 3, to develop standarddcriteria for reviewing these sites and to revieh
Historic Preservation Ordinance for possible revisions which will clarify preservation activiti
NEED FOR RECOMMENDATION
At their February 8, 1993 meeting, the Historic Preservation Commission invited ownel
property listed in the Cultural Resource Inventory to the meeting to discuss the Inventory an
impact to property owners. Several property owners expressed opposition to being listed ir
Inventory and the Commission’s authority to review and recommend information/ document:
prior to permit issuance. At the April 12, 1993 Commission meeting, numerous property ow
protested their property’s inclusion in the Inventory and the Commission’s use of the lnver
to obtain information from owners.
In response to citizens’ request, the Historic Preservation Commission held a special meetin
Monday, May 3, 1993 to receive citizens’ comments and to make a recommendation to COL

BACKGROUND
In 1990, the City Council authorized the expenditure of Community Development Block C
Funds for a Cultural Resource Survey. This Survey identified 327 properties in Carlsbad thai
the potential for some level of historic significance in the City’s development. The Survey
done to augment the 1980 Regional Historic Preservation Plan prepared by Westec fo
Comprehensive Planning Organization (CPO). CPO is now the San Diego Associatic
Governments (SANDAG). The 1980 Study identified 33 sites; however the entire City wa!
surveyed and only sites that had landmark potential were identified.
The 1990 Survey identified 327 sites that had varying levels of significance. These sites
given a “grading” to identify their significance. Grade 1 are sites that have the potential for li
on the State Register of Historic Places (6 sites), Grade 3 are locally significant (93 sites).
223 sites graded 3/4 are important as a collection representative of how Carlsbad appc

In 1991, the City Council adopted the Survey and the Cultural Resource Inventory. The 327 s
were then coded into the City’s computer system so that when a permit application is recei
it is referred to the Historic Preservation Commission for recommendation. The Commission t
recommends what type of documentation/mitigation should be done, corresponding to
significance of the site. Documentation could take the form of video tapes, relocation (
historic building (as done with the Carlsbad Union Church), request for funds, plaques
documentation {as done with the Kelly Barn), and photographs of the site before demolition
done with sites graded 3/4). Commission recommendations are then forwarded to
appropriate permit issuing authority, the Planning Commission, City Council or the Commu
Development Director. This documentation is then used to update the Inventory.
Listing in the Inventory does not mean that sites are Designated Landmarks. In fact, there (
two privately owned Designated Landmarks in the City. Designation is done by the City Cot
with the property owner’s written consent. A permit must be issued by the City Council for \I
on a Designated Landmark (excluding ordinary maintenance).
With the Commission’s action recommending that the 223 sites graded 3/4 be relieved 1
future documentation obligations, these sites will not be referred to the Historic Preservz
Commission when property owners request a permit. Staff is prepared to work with the
Attorney to develop specific language to be incorporated into the existing Ordinance w
relieves properties graded 3/4 in the Inventory from future Historic Preservation Commis
review.
Although this should alleviate properly owner concerns, staff is not convinced that
recommendations proposed by the Commission will satisfy homeowners with properties lis

Council chooses to remove properties from the listing, the Historic Presenration Commis
Ordinance will need to be modified accordingly.
