RECOMMENDED ACTION:
Approve Resolution No. 9 3 - 1 ‘l S approving annual benefit assessments for Buena
Vista Channel Maintenance District Benefit Area.
ITEM EXPLANATION:
The Buena Vista Channel Benefit Assessment District was formed in Fiscal Year 198990 at the
request of three property owners (Plaza Camino Real, Hughes North County Associates, and
Hughes North County Associates II) to maintain Buena Vista Channel adjacent to their property.
The creek maintenance area is south of Highway 78, between Jefferson Street Bridge and El
Camino Real.
This maintenance program, administered by the Utilities and Maintenance Department, consists
of the removal of silt, vegetation and general debris, to maintain effective drainage of the channel
within the District boundaries. Every three to four years, a major vegetation removal of the
channel is required, such as this year’s dredging, between the Jefferson Bridge and the Haymar
Bridge, west of El Camino Real. The regulatory agencies limited the dredging maintenance to
one half of the channel during the limited time frame to minimize potential impact on any wildlife
in the area. The channel west of El Camino Real to the Haymar Bridge is concrete and is
maintained by the Streets Division of the Utilities and Maintenance Department. The Streets
Division is then reimbursed for the work by the District. Ongoing maintenance is performed on
an “as needed” basis during other times.
I FISCAL IMPACT:
The entire maintenance program, including staff time, is funded by the benefit assessments
collected from the adjacent property owners. Fiscal Year 1993-94 will generate assessments in
the amount of $100,000 at the same assessment rate per parcel as assessed in Fiscal Year 1992-
93. There is no impact on the General Fund.
