CITY M RECOMMENDED ACTION: Adopt Resolution No. 93-1 S3 approving the library's application for a Partnerships fo Change grant in the amount of $60,000. LIB FUND IN G ITEM EXPLANATION: On June 22, 1992, the City Council adopted Resolution No. 91-291 approving the acceptance of a third year Partnerships for Change federal grant in the amount of $5; The library's Centro de Informacion, which opened in November 1991 in a rented hol Carlsbad's downtown Hispanic neighborhood, is now located in a classroom at Pine 5 provided rent free by the School District. Services are provided to Hispanic families : hours per week by four part-time bilingual staff. During the most recent quarter, Jar March 1993, there were over 4,000 visits to the Centro by adults, teens, and childrer people attended programs; nearly 3,000 books and audiovisual materials were checkt and volunteers contributed 75 hours of tutoring and general help to staff and patron! Programs for both adults and children sponsored by the Centro have been particular1 attended. Staff conduct two preschool storyhours in Spanish each week, some of wh involve local health care professionals and others who share information with childre their parents. Tutoring for elementary-age children who need extra help in reading i math has been provided by bilingual high school students fulfilling their community i requirements. This is a program staff plan to expand in the coming year. Inforrnatic programs for adults have been provided by health care resource specialists as well as specialists from such agencies as the Community Resource Center, the California Higl Patrol, and the Social Security Administration. Outreach to the community has been provided through a bi-monthly newsletter, flyers announcing programs, public relati releases in local newspapers, assistance to other organizations, door-to-door visits by and talks to community groups. Plans for the coming year include continuing to develop,the Centro's book and audic collections; preparing a Centro brochure for community distribution; staff exchanges the main library; Spanish-language tours of both the Centro and the main library; ar ex.panded informational programs for both children and adults. Volunteers will con be recruited and trained to help with tutoring and tax assistance. Working with a dl cc~mmunity coalition, Centro staff will assess the needs of local Hispanic families in ( provide the right mix of services and resources. This amount inc $1 1,300 for support and administration provided by several full-time staff; $9,500 for materials, including $2,500 from interest generated and $7,000 previously budgeted f Spanish language materials in the library's CLSA grant; and $1,850 for such operatins expenses as office supplies and equipment maintenance. These funds are included in library's 1993-94 operating budget. In 1993-19194, the Carlsbad City Library will continue to operate the Centro de Informacidk in Carlsbad's downtown neighborhood. staffed by bilingual/bicultural library technicians during a variety of day and evening hours, on a schedule determined in conjunction with neighborhood residents Frequent informational programs for Spanish-speaking adults will be presented by ci and governmental agencies. Staff will continue to provide in-depth information ani referral services to aid Spanish-speaking residents to interact with agencies and adapt to life in this country. Programming for preschool and school-age children will continue to emphasize development .of reading skills, celebration of Hispanic culture, participation in U.S. culture, and homework assistance. The Centro staff will continue to spend several hours a week in outreach activities in the communit and the Centro will continue to serve as a meeting site for neighborhood groups. In November 1991, after 2 years of planning by community residents ar library staff, the Carlsbad City Library opened the Centro de Informaci6n (Information Center) in Carlsbad's downtown neighborhood, From a donated elementary school classroom, the Centro serves severa thousand Spanish-speaking families living in the immediate neighborh most of whom have no previous experience with a public library. Sta by 4 bilingual/bicultural library technicians and open 23 hours a we the Centro provides a warm, welcoming atmosphere in which adults and children can feel comfortable and learn about the many resources the public library has to offer. The highly personalized service provid by the Clentro staff enables adults and children to get the informati and referrals they need to adapt to life in this society. From Nove 1991 through March 1993, neighborhood residents made 14,397 visits t the Centro, and 1,032 Spanish-speaking residents received their firs library cards. The Centro has developed a collection of 1,553 Spanish-language and bilingual materials, including adult and children's fiction, nonfict and reference materials; newspapers and magazines; audio-cassettes; educational videos; and informational pamphlets. In addition, the 1 Libraryls Spanish language print and nonprint materials have grown t 3,165 items. Prior to the Partnerships for Change program, the library'ls Spanish language collection was approximately 750 volumes, with no audio or video holdings. During the latest 3-month period, January to March 1993, the 4,718 Spanish-language materials at the 1 Library and Centro were checked out 6,492 times, with audio-visual materials accounting for 1,764 circulations. Centro staff work clo: with bilingual teachers and neighborhood parents and children to se: titles :€or both the Centro and Main Library and to provide program for children. In addition, Centro staff work cooperatively with community agencies to provide monthly informational presentations fc adults on topics such as AIDS, Social Security, and immigration law: Increasing communication with neighborhood residents and making the library's facilities more welcoming for Spanish-speaking residents ' been major goals. Bilingual signage is installed at the Main Libra library applications, information packets, and monthly children's calendars are bilingual; bilingual; and library staff have had introductory Spanish language classes and training in valuing diversity. Over 1200 copies of the bimonthly Spanish-language Centro newsletter are distributed throug schools and community agencies, door-to-door, and at neighborhood gathering spots. Library staff informally get suggestions and comments from neighbor residents almost daily. For example, the Centro's hours of operatj were changed in January 1993 in response to requests from resident: Partnerships for Change has been a catalyst for Hispanic residents participate more fully in their community and for city services to better respond to the increasingly diverse population of Carlsbad.
