HomeMy WebLinkAbout1993-06-15; City Council; 12260; SET PUBLIC HEARING UNDERGROUND UTILITY DISTRICT NOS 14A 14BSET PUBLIC HEARING UNDERGROUND UTILITY DISTRICT NOS. 14A & 148 Adopt Resolution No. 9' 3- I Q 5 setting a public hearing to receive input and initiate proceedings to determine the formation of Underground Utility Distria Nos, 14A and 146 on portions of €1 camino Real and Palamar Airport Road. (Hearing to be set for July 6, 1993, at 6:OO p.m.> In accordance with Council Policy No. 41, the undergrounding of overhead utility lines along El Camino Real north of Palomar Airport Road and along Palomar Airport Road west of El Camino Real is being accomplished concurrent with the road improvement work. Both the undergrounding and road widening work are along the frontages of the County-owned airport property and will be funded by the County. The County has decided to use funds SDG&E has set aside for San Diego County to convert overhead utilities under Rule 20A. Since the work is within the City of Carlsbad, the City is the lead agency for the formation of the district, however, no funds set aside for underaroundinq in the Citv of Carlsbad will be used. Staff has met with representatives of the various utility companies and established the precise boundaries of the proposed district with consideration for the location of utility facilities, services to existing buildings, and property boundaries. It is proposed that the Council set a public hearing for July 6, 1993, regarding the formation of this district. Staff has met with the County Airport Manager who will coordinate any underground connections that are required. All buildings which will be required to connect to the underground are located on County Airport property and are either county facilities or leasees of County property. The proposed work under this district will be accomplished in two phases: Phase A includes El Camino Real and Palomar Airport Road to approximately 650 feet west. This work is being done concurrently with the Palomar Airport Road East widening work currently underway. Phase A will begin immediately upon approval of the district at the public hearing. Phase B will complete the undergrounding on Palomar Airport Road to Yarrow Drive. This work will start upon completion of Phase A. Widening of this portion of the road will be done by the City at a future date once funding by the County is in hand. This funding is currently being paid in installments. ITEM EXPLANATION: FISCAL IMPACT: The estimated cost for the two phases of the undergrounding is $1,300,000. The County Board of Supervisors is expected to authorize this expenditure of 20A funds on June 1 , 1993. All costs for undergrounding of utilities on County property will be paid for by the County or its leasees and will be coordinated by the County. No City funds nor funds resewed for the City under Rule 20A will be used for this project except for minor staff administration time. 1. Location map. 2. WHEREAS, said studies and investigations indicate that further proceedings pursuant to Chapter 11.08 are warranted to determine whether or not the district should be established; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. The Council hereby expresses its intent to initiate proceedings for the formation 01 an underground utility district for the above-described area to be known as Underground Utili9 District Nos. 14A and 14B. 2. NOTICE IS HEREBY GIVEN that a public hearing will be held by the City Council o the City of Carlsbad on July 6, 1993, at the hour of 6:OO p.m., in the Council Chambers of thc City Hall, 1200 Carlsbad Village Drive, Carlsbad, California, to ascertain whether the public health safety, or welfare require the removal of poles, overhead wires, and associated overheac structures, and the underground installation of wires and facilities for supplying elactric communication or similar associated service in the area hereinabove described and to determini I 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 e U whether or not the City should continue proceedings to create and implement an underground utility district to accomplish said removal and installation. 3. At said hearing, all persons interested are invited to appear and present their views and all such persons shall be given an opportunity to be heard. Said hearing may be continued from time to time as may be determined by the City Council. 4. The area to be included within the proposed District Nos. 14A and 148 is shown upor that certain map, entitled "Underground Utilities District Nos. 1 4A and 148," dated June 15,1993 which is on file in the Office of the City Clerk of the City of Carlsbad, and which is incorporate( by reference herein. 5. The City Clerk shall give notice of the time and place of the hearing to all propert owners within the District as shown on the last equalized assessment rolls or as known to thl City Clerk and to each public utility within the District by mailing a copy of this resolution to SUC property owners and such utilities at least fifteen (15) days prior to the date thereof.
