Adlopt Resolution No.53 - 195 accepting a grant from the California State Library undf
Liblrary Services and Construction Act, Title I, in the amount of $22,500.
LIB CHILDREN’S MATERIALS FROM THE
JIEM EXPLANATION:
On. April 6, 1993, the City Council approved an application for a grant from the Calif
State Library to supplement funding for children’s materials. The State Librarian has
notified the library that a grant in the amount of $22,5000 has been awarded to the
Carlsbad City Library (Exhibit 2). These funds will be used to enhance resources in s
of school-related course-work; to build core collections; to promote interest in readin,
literature, and language development; and to assist with tutoring programs to help cl
with reading in both Spanish and English.
FI!XAL IMPACT:
There is no local match or other local requirement and no direct cost to the City‘s ge
fund.

RESOLUTION NO. 93-175
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD. CALIFORNIA, ACCEPTING A LIBRARY
SERVICES AND CONSTRUCTION ACT GRANT FROM THE
CALIFORNIA STATE LIBRARY.
WHEREAS, the Carlsbad City Library has been awarded a Library Services
and Construction Act grant in the amount of $22,500; and
WHEREAS, these funds will be used to enhance services and resources for
children and youth at library branch facilities; and
WHEREAS, the La Costa Branch and the Centro de Informacion are the
library's two branches, each supporting City Council and Library goals and
objectives and each serving young people from their respective communities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

I am pleased to approve your grant application for the above named project for a total c
$22,500 in federal Library Services and Construction Act (LSCA) funds, effective immediate1
for thie period ending September 30, 1993. The State Library primary consultant assigned to thi
project will be Bessie Egan, telephone (916) 322-0375. Please work with this consultant i
implementing your project.
Your focus on reading readiness, homework help, and bilingual materials will, indeed, improb
library services at the community level.
Funds allowed are as follows:

On September 30, 1993 this project will be officially closed and no new expenditures may bi
generated nor funded project activities occur. All unexpended and unencumbered funds mus
be returned by November 13, 1993. This project is allowed 60 days to liquidate encumbrance:
which were incurred prior to September 30. After the 60 day period, all encumbered fund
which have not been liquidated must be returned to the State Library.
Repoirting on financial and program activities is required quarterly for the third and fourt
quarter of this fiscal year, on the forms enclosed, within 30 days of the end of each quarter
A final summary report is required and is due within 30 days after the close of the project, b
October 30, 1993. The final liquidation report, if required, is due and must be submitted b
Deceimber 15. Thus, all reporting regarding this project must have been received at the Stat
Library by December 15, 1993.
All required reporting materials are attached to this letter. This letter and the enclosed list c
LSCA procedural requirements amend the consolidated ApplicatiodGrant Award Certificatio
document and must remain a part of all your existing copies.
