RECOMMENDED ACTION:
Accept the staff report on the State budget.
lTEM EXPLANATION:
As the State of California continues to struggle with the challenge of balancing
its budget, the basic fiscal systems that support local government are under
attack. As the rapid fire process of proposal and counter proposal plays out in
the State Capitol, staff will be prepared to regularly update the Council and
public on how the most recent budget balancing plan affects the City of Carlsbad
