ITEM EXPLANATION State law provides that compensation of city council members may increased by ordinance in an amount not to exceed five percent (e for each calendar year from the operative date of the last sal; adjustment. The last City Council compensation adjustment becz effective following the general election of November, 1990. 1 Council considered its Compensation at its meeting of July 21, 15 and took no action. Current compensation for City Council membc is $607 per month. State law allows this compensation to adjusted to $703 per month. If directed to return with 1 appropriate legal documents, this salary adjustment would becc effective following the general election of November, 1994. During the conversation, I explained the Council committee assignments which were made on December 8, 1992, relative to Encina. At that time I was informed that the City should have appointed two "official" members to the Encina Joint Powers Joint Advisory Committee - JAC (formerly Encina Waste Water Facility), and to the Encina Waste Water Authority - EWA (formerly Encina Administrative Agency - EAA) , rather than one member (Margaret Stanton) and one alternate (Ramona Finnila) to each. I was told that the City's alternate member would be the staff member assigned to the Technical Advisory Committee. I a1 so learned that the Sol ids Advisory Committee (SAC) has replaced the Sol id Waste Site Selection Committee (Margaret Stanton is the designated representative), and that Ramona Finnila will be serving on the Encina Budget Advisory Committee which is not shown on our list of assignments I received this information from Mr. Roy Coox, Director of Administration, at Encina. Attached is a revised 1 ist of "Encina" assignments for Margaret Stanton and Ramona Finnila, including the corrected committee names, the deletion of the word "Alternate" from Ramona's assignments, and the addition of the Encina Budget Advisory Committee on which Ramona will serve.
