ENG RECOMMENDED ACTION: MTG. 7-20-93 EXTENSION OF CARLSBAD TRACT 84-32(A), Adopt Resolution No. 4 3 - 2C6 approving a one year tentative map extension r Carlsbad Tract 84-32(A), Cobblestone Sea Village. ITEM EXPLANATION: The present owner of this project, The Resolution Trust Corporation as Con? of Carlsbad Tract 84-32(A), Cobblestone Sea Village, a proposed 213 unit subdivision. The project is within Local Facilities Management Plan (LFMP) 201 is generally located south of Palomar Airport Road, east of the future alignmc Road. This project was first approved on October 1, 1985, when the City Counc Resolution No. 8201 approving the project tentative map. On October 10, 198 Council adopted Resolution No. 89-354, approving a City initiated amendrr approved tentative map, which modified the alignment of Alga Road betwee Airport Road and Poinsettia Lane. This project has also been subject to a len! period, which ended on June 13, 1991. The tentative map expires on Junl unless the extension is approved. Since the last approval, the project has been acquired by the Resolution Trust C through foreclosure proceedings. As stated in their letter of request, the Reso Corporation is not in a position to proceed with development, but rather, is ct selling its portfolio properties as quickly as possible with the least expenditure c funds. A tentative map extension has been requested to allow sufficient time the property with all entitlements intact. This property is scheduled to be in1 structured sales transaction expected to consummate by mid-year. Planning and Engineering staff have reviewed this project and the request for map extension, and concurs that the change in ownership and the timing complete the sales transaction of the project has delayed the development obtaining a final map. Staff recommends that this tentative map extension approved. The new expiration date will be June 13, 1994. The applicant has executed a Public Facilities Fee Agreement and an Agreemer of Prohibition Against the Imposition of Conditions, which are on file in the F Department. In order to comply with the General Plan, current City ordin standards, the original conditions of approval for this project have been reviev recommended that conditions be added to the project based on the followin1 The Specific Plan, LFMP Amendment, and Financing Pian for Zone 20 are currently beiing prepared for City approval. Although Cobblestone is not specifically addressed in the Specific Plan, the LFMP Amer Financing Plan apply to the entire Zone 20. A new condition will Cobblestone Sea Village comply with all conditions of approval o Amendment, and any applicable special fees or other financing mect- may be established as part of the Financing Plan for Zone 20.
