RECOMMENDED ACTION:
Introduce Ordinance No, 0 S - &5 i to establish a prima facie 30 mile per hour spc
upon Carlsbad Boulevard from Tamarack Avenue to Walnut Avenue and a 25 mile I
prima facie speed limit from Walnut Avenue to Mountain View Drive.
ITEM EXPLANATION:
The portion of Carlsbad Boulevard from Tamarack Avenue northerly to Mountain Vii
has a number of beach access points and businesses fronting the roadway. A F
school is located along the subject roadway. Many pedestrians cross the roa
uncontrolled intersections and also at signalized intersections. Carlsbad Boule\
four (4) traffic lanes separated by a raised median in some locations and a painted in other locations. Traffic volumes vary by location. Because some of the collisi
have occurred over the years were associated with exceeding the safe spei
conducted an engineering and traffic survey to determine if the existing 35 mile I
prima facie speed limit should be revised.
The segment of Carlsbad Boulevard from Walnut Avenue to Mountain View Drive as a Business District per the California Vehicle Code. As a result, the roadwa
have a prima facie 25 mile per hour speed limit. However, from Tamarack A\
Walnut Avenue, Carlsbad Boulevard does not qualify as a Residence District or E
District per the California Vehicle Code. Consequently, an engineering and traffil
was conducted to determine the recommended prima facie speed limit.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authc
establish a prima facie speed limit on the basis of the results of an engineering ai
survey. Staff presented the results of the survey to the Traffic Safety Commi:
of collisions that have previously occurred on this road segment, roadway feature
volumes, pedestrian volumes, adjacent land uses, driveway locations and thc
speed. Based upon the results of the engineering and traffic survey, the Con
recommended, by a 5-0 vote, that a prima facie 30 mile per hour speed limit be est
upon Carlsbad Boulevard from Tamarack Avenue to Walnut Avenue. Additior Commission recommended that a 25 mile per hour prima facie speed limit be est
on Carlsbad Boulevard from Walnut Avenue to Mountain View Drive.

BY THE AMENDMENT OF SECTION 10.44.030 TO
FACIE SPEED LIMIT UPON A PORTION OF CARLSBAD
BOULEVARD TO ESTABLISH A 30 MILE PER HOUR
PRIMA FACIE .SPEED LIMIT FROM TAMARACK AVENUE TO WALNUT AVENUE AND TO ESTABLISH A 25 MILE
PER HOUR PRIMA FACIE SPEED LIMIT FROM WALNUT
AVENUE TO MOUNTAIN VIEW DRIVE

REVISE THE EXISTING 35 MILE PER HOUR PRIMA
hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44 of the (
Municipal Code is amended by the amendment of Section 10.44
read as follows:
"10.44.030 Carlsbad Boulevard.
(a) Upon Carlsbad Boulevard from the north bour the City to its intersection with Mountain View Drive tl
facie speed limit shall be thirty-five miles per hour.
(b) Upon Carlsbad Boulevard from its intersect Mountain View Drive to its intersection with Walnut Avei
prima facie speed limit shall be twenty-five miles per ho
(c) Upon Carlsbad Boulevard from its intersect Walnut Avenue to its intersection with Tamarack Avenue, t
facie speed limit shall be thirty miles per hour.
(d) Upon Carlsbad Boulevard from its intersect Tamarack Avenue to a point 1,400 feet south of the s boundary of the right-of-way of Manzano Drive, the pri speed limit shall be thirty-five miles per hour.
(e) Upon Carlsbad Boulevard from a point 1,
south of the southerly boundary of the right-of-way of
Drive to the south boundary of the City, the prima fac limit shall be fifty miles ;'sr hour."
