ITEM EXPLANATION:
Organic Recychg West, Inc. is a company which specializes in the design and o
of municipal composting facilities, and is in the process of establishing a green n

Per Section 50000 of the Public Resources Code, we are
hereby transmitting to you, for docketing on your next
meeting agenda, the attached request of Organic Recycling West, Inc., which was received by this office on June 7,

visors, each City within the County via the City Clerks, and the Chief Administrative Officer of the County. The County Board of Supervisors and each City Council shall
approve or disapprove by resolution the site identifi-

Solid Waste Management Plan Amendment Process County of San Diego
The following procedure, described fully in section 50000 of t Public Resources Code, 1s the process specified for approval a permitting of new or expanded solid waste facilities not previous identified and approved in the county solid waste management pl in effect on December 31, 1989. All the cities in the County agre to this process which will be in effect until the County
Integrated Waste Management Plan is approved by the Californ
Integrated Waste Management Board.
1. All General Plan Amendments for the proposed facility mu have been completed prior to beginning the approval process
2. The person or agency proposing the facility shall submit tl site identification and description to the Clerk of the S< Diego County Board of Supervisors.
Within 5 days of submission the Clerk of the Board of Superv sors shall forward the site identification and description the San Diego County Integrated Waste Management Task For1 (c/o DPW, Solid Waste Division staff) for docketing on i
next meeting agenda.

Dear Sirs,
Organic Recycling West, Inc. is a company specializing in the design
and operations of municipal composting facilities. We are currently
in the process of establishing a green materials composting facility in
the Otay Mesa area of San Diego. The facility will be located on
approximately 25 acres on the North-East corner of Brown Field
Municipal Airport and will serve all areas of the county that are
currently served by the Otay Landfill.
Pursuant to section 50000 of the Public Resources Code, and subject
to the "Gap Procedure", all new composting facilities must be
included into the County Solid Waste Management Plan. The purpose
of this letter is to provide the information required to initiate the
"Gap Procedure" for inclusion of the proposed green materials
composting facility into the County Solid Waste Management Plan.
The proposed compost facility is located within the City of San Diego
and a complete environmental review is currently being conducted
by the City of San Diego Planning Department. It is expected that a
negative declaration will be issued shortly and that the Planning
Department will issue a permit by the end of May or early June of
1993. The facility will also require a permit from the California
Integrated Waste Management Board prior to starting operations.
The Waste Board will require that the facility be included in the
County Solid Waste Management Plan before issuing a permit.
The proposed compost facility has received the full support of the
County Solid Waste Division and the City of San Diego Waste
Management Department (please see letters of support attached).

The inandatory collection of green waste in the South County has
recently been put into effect. Several cities in the South County have
already begun separate green waste collection programs and the
remaining cities are expected to do so within the next few months.
At present all of the collected green waste must be taken to the
county mulching program at the Otay Landfill.
The project being developed is a compost facility to receive yard
waste material for processing into compost and horticultural mulch
which will be sold as a soil amendment. The proposed facility is
expected to divert large quantities of green waste from the Otay
landfill.
There are several advantages to diverting this material to a compost
facility rather than sending it to Otay Landfill. Some of these
advantages include the following:
Help Reach AB939 Goals
The primary product being generated by the county mulching
program is biofuel. Transformation of green waste into biofuel
does not currently count towards the short-term recycling
goals under AB939. The proposed compost facility will produce
compost and horticultural mulch, both of which do count
towards the short-term recycling goals.
Reduced Tipping Fees
It is expected that there will soon be a significant increase in
tipping fees charged at the county landfills. The tipping fees
charged at the proposed facility will be at a substantial
discount to the landfill tipping fees. This will provide a savings
to the cities and will make their green waste recycling
programs more economical.

Ensure Markets For "Leafy" Materials
As residential green waste collection programs mature, the
material collected will tend to be more green (leafy) as opposed
to brown (woody). This has already occurred in the North
County where the collection programs have been in place for
over one year.
The county mulching program is not set up to handle the leafy
material as it does not have the capacity to do composting. A
composting facility is required to properly handle these
materials. The proposed facility will utilize the leafy materials
to produce a high quzlity compost.
YKO.IECT 1,OCATION
The facility will be located on approximately 25 acres on the North-
East corner of the Brown Field Municipal Airport (Assessor's Parcel
No. 646-060-03). The property is owned by the City of San Diego.
The facility entrance will be located on La Media Road approximately
1/2 mile north of Otay Mesa Road. The facility will be easily
accessible by collection vehicles.
EXPECTED DIVERSION OUANTIrl'iES
The facility will serve all of the cities and unincorporated areas of
the county that are served by the Otay landfill. The facility is
expected to divert large quantities of yard waste that would
otherwise be sent to the Otay Landfill. The primary sources of yard
waste feedstock are as follows:
Chula Vista . Imperial Beach . Coronado . La Mesa
Lemon Grove
San Diego City
Communities in Unincorporated San Diego county
. National City

Yard waste materials are expected to be delivered to the facility by
waste haulers engaged by the municipalities and by commercial
landscapers. The project is expected to process approximately
40,000-50,000 tons of yard waste per annum.

DESCRIPTION OF A TYPICAL OPERATION CYCLE
Tvpe of Operation
The facility will compost green material using intensive open
windrow composting technology. Pre-composting work includes
separation of woody materials and grinding of woody materials and
post-composting work includes screening of end-products.

using a front end loader.

local waste hauling company for removal to Otay Landfill.

grinding a water sprayer system will be used for dust control.
Grinding may only be carried out periodically as the quantity
of wood materials received is expected to be limited.

. The green material will be composted at the composting pads
to produce compost for use as a soil amendment. Ground
woody materials will also be composted at the composting
pads to produce a high grade horticultural mulch. Windrows
are formed using front end loaders. Windrows are aerated
using windrow turning equipment and/or front end loader.
The windrows will be watered (with compost tea added)
using water trucks. The temperature, pH, oxygen level,
potential odor and moisture of the windrows will be
monitored to ensure that the aerobic process.
The fully processed compost and mulch will be removed to
the finished goods storage area pending sale (unscreen and in
bulk or screened and in bulk at a higher price). Finished
goods will be loaded onto trucks using front end loaders.
0 The screening of fully processed compost and mulch will be
carried out periodically on an as required basis. A water
sprayer will be used during screening to control dust. No
bagging is planned for at present, however, it may be carried
out later using some simple bagging equipment.
The watering of windrow aisle space and access roads on sites
will be carried out periodically each day for dust control.
0 General administrative processes, equipment maintenance
and facility maintenance work will carried out.
Except for the limited site operations paper work, most of the work
at the facility is generally similar to an agricultural activity and will
be carried out outdoor. Indirect administrative/accounting paper
work will be carried out in Organic Recycling West's main office
(presently in Los Angeles but which may be relocated to San Diego
County).
The compost site will be open to receive green material from 8:OO
AM until 6:OO PM during the summer months and from 8.00 am to
5.00 pm during the winter months. Prior to 9.00 am and after 5.00
pm activity at the facility will be limited to receiving materials
delivered to the facility i.e no processing work. The facility will
operate Monday through Saturday and will be closed on days similar
to municipal holidays for the county.

DESCRIPTION OF PROJECT SITE LAYOUT
1. ACCESS ROAD
This will be a two-way access road leading towards the truck
scale and which loops around the Administration/Equipment
Parking Area. The entrance and exit will be secured with
locked gates outside business hours. The access roads will be
kept clear of any vehicle or material outside business hours.
2. TRUCK SCALE
An above ground truck scale ( a 70 feet model) will be
installed.
3. MATERIAL RECEIVING AREAS
Green materials will be unloaded from trucks here. The loads
will be inspected and any contaminated loads will be rejected
Green material will be removed to composting windrows
using the front end loader. Woody materials will be removed
to their storage windrows pending their being ground.

4. WOODY MATERIAL STORAGE AREA

materials) will be processed here. The windrows will be kept
less than 10 feet high and 15 feet wide and will have 15 feet
wide aisle space in between the windrows (sufficient for
movement of large vehicle such as the watering trucks, front
end loaders etc). Screening of finished compost and mulch
will be carried out here occasionally.
Only ORW's own personnel and vehicles will be allowed in thi

6. GRINDING AREA
The facility's grinder will be positioned and operated here.

7. MULCH AREA
This is the designated area where ground mulch will be cured
and where material not suitable for mulch production will be
kept pending removal from the facility by contractors.
Only ORW's own personnel and vehicles will be allowed in this

8. FINISHED GOODS (FG) AREAS
Finished compost will be kept here pending their sale.
Screening will also be carried out here.

where vehicles hauling finished compost and mulch from the

Water tank, fuel tank (if daily fueling service is not readily
available), generator for the trailer office, and portable
sanitary units (sanitary facility at the Brown Field main

ORW's own personnel and vehicles will be allowed in this
