RECOMMENDED ACTION:
Hold a public hearing and adopt Resolution No. 53 -220 setting rates for sewer se
to be effective July 15, 1993.
ITEM EXPLANATION:
The sewer enterprise fund is dependent on sewer service fees and lateral installati
fees for its support. No general fund revenues are dedicated to the'operation and/
maintenance of the sewer system.
A Sewer Rate Study, prepared by James M. Montgomery, Consulting Engineers,
Incorporated, was accepted by Council on January 22, 1991. At that meeting, the
noticed public hearing. A hearing was noticed and Council approved recommend2
to increase the sewer rate, establish a replacement reserve fund and initiate indusi
pretreatment fees.
At the July 28, 1992 City Council meeting, the present residential sewer service fec
$13.06 was adopted. This rate includes depreciation of historic asset value of the
system. The Sewer Rate Study assumed that sewer rates would be increased dur
the 1990-91 fiscal year to cover depreciation. However, this did not occur until the
1991-92 fiscal year, subsequent to that year's sewer rate increase. Also included i
Sewer Rate Study was the recommendation that depreciation be increased gradu:
from 75% in 1991 to 100% by 1993 based on historic cost of assets.
Council directed staff to prepare the required ordinances for Council consideration

100%. However, with other projects being completed during 1992-93, the subject
potential increase would have to be revisited the following year to cover depreciatil
the finished projects. When developing the sanitation budget for fiscal year 1993-! 8 staff analyzed the sanitation enterprise fund to determine if further increases were
needed. The analysis showed that, although the fund would end FY 1992-93 with
balance of $300,000, it was due to one-time savings or income. 5

The completion of such projects as Phase IV at Encina and the pump station at Hc
Plant, as well as other smaller improvements, has increased the depreciation expc
portion of the sanitation enterprise budget from $766,000 to $1,100,000. An incre;
of 5% in the sewer service rate is needed to fund the additional depreciation costs
Reductions of approximately $1 50,000 were made in the sanitation budget in orde
reduce the increased cost to the customer. An additional 5% will raise the sewer
service fee from the present $1 3.06 per residential customer to $1 3.70. The Watf
Commission reviewed the information at its May 12 and 26 meetings and is
recommending the rate of $13.70 to the City Council. The flow based rates are st-

ENVIRONMENTAL REVDEW
The City is exempt from the environmental review process in this instance, because an
environmental review is not required when setting rates, tolls or fares.
FDSCAL DMPACU
Current sewer service rates do not provide sufficient revenues to pay for increased
depreciation expenses for fiscal year 1 993-94. The proposed increase in sewer service
rates will provide an additional $186,000. The new rates will generate sufficient
revenue to cover current operating expenses and the additional depreciation expense.
The average single-family home will experience a monthly increase of 64 cents, which
equals $7.68 annually.

The rates for different groups for FY 1993-94 are shown below. Residences have a
rate of $1 3.70 per month. All other customers pay based on their water usage, and
each group's unit cost per hundred cubic feet of water used ($/HCF), subject to a
minimum monthly charge of $1 3.70.

THE HOLLY BRAE LANE-ALDER AVENUE MAIN PURSUANT
WHEREAS, the City Council of the City of Carlsbad, California has
alternative provisions for establishing a sewer main line cost fee in Title 13,
13.08, Section 13.08.035 of the Carlsbad Municipal Code; and
WHEREAS, the City Council has approved said method of reimburse
property owners within the Holly Brae Lane-Alder Avenue area per Resolution Nc
at a regular meeting of the Council on the 9th day of April, 1991; and
WHEREAS, the construction of said sewer line has been completed and ;
by the Council per Resolution No. 92-289 on the 22nd day of September, 1992;
WHEREAS, final construction cost to be reimbursed by the property ou
