upon Grand Avenue from Ocean Street to its terminus at Interstate Highway 5.
ITEM EXPLANATION:
Grand Avenue is a relatively flat, local street serving the commercial area of dc
Carlsbad. The road follows a linear alignment beginning at Ocean Street and tei
at Interstate Highway 5, a distance of 0.70 miles.
Grand Avenue is a two lane roadway except for the segment between Roosevelt Si
Harding Street that has been striped with four traffic lanes. Numerous driveways ai
intersect the roadway and serve local businesses. Parallel parking is permitted alc
of Grand Avenue, except between Carlsbad Boulevard and Washington Street.
parking is permitted on the north side of Grand Avenue between Ocean Sti

Traffic signals have been installed on Grand Avenue to the intersections of (
Boulevard, State Street, Roosevelt Street and Jefferson Street. Other intersectinc
and alleys are controlled by STOP signs. Between Roosevelt Street and Madisc
Grand Avenue has a 24-hour Average Daily Traffic volume of approximately 7,300 1

WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains
SECTION I : That Title IO, Chapter 10.44, of the Carlsbad Municipal Code i
by the addition of Section 10.44.340 to read as follows:
"1 0.44.340 Grand Avenue:
Upon Grand Avenue from Ocean Street to its terminus at Interstate Highway 5,
prima facie speed limit shall be twentyfive miles per hour."
