ITEM EXPLANATION The City Council directed the Arts Office to seek funding from other source when possible. The NEA offers grants to community-based organizations such as a local ai agency. The guidelines state that these organizations "realize that one of 1 most successful ways of enriching community life has been to provide opportunities to experience the arts. Performances and workshops have bee offered by these organizations to bring together artists and members of tht community." The focus of the grant is to assist organizations to increase ability to pay professional fees and expand activities in their seasons. The Arts Office is applying for $10,000 to increase the visiting artists ser the community and to offer one international cultural program. Two years i the Arts Office presented four one-week residencies in Carlsbad. Due to bi This grant will provide the financial assistance needed to bring the progran to its former status. It will also fund one international cultural program f the Czech Republic or Japan as part of the Sister City Program. The Califoi Arts Council continues to partially fund visiting artists as well. If awarded, the beginning date is April 1994. FISCAL IMPACT The NEA will award a maximum of $10,000 through its Presenting Developr Initiative for Community-Based Organizations. It must be matched 1 :I wit1 program funds. The Arts Office has the matching funds in its budget and i not require new funds from the City. EXHIBITS: 1. PASSED, APPROVED AND ADOPTED, at a regular meeting of the City the City of Carlsbad, California, held on the 10th day of AUGUST y the following vote, to wit: ABSWT: None &aVl.krJI I L-- Q 0 NATIONAL ENDOWMENT FOR THE ARTS GWNT APPLICATION SUMMARY The Arts mice is requesting $1 0,000 to expand the established visiting artists residen program which will include cooperative programs with other cultural organizations ai an international visiting artists component with the Carlsbad Sister City Program. Funding will provide one additional visiting artist in 1994/5 and increase the length of three residencies to five days. By extending the residency, the Arts Office is able to rea more groups, cover a much wider geographic area and work cooperatively with the cib arts organizations. Thus it will more than double the impact. The longer time period v enable the press to cover the programs while still in progress. The third residency v offer citizens a wider variety of artforms and exposure. Funding will also provide for one international visiting artist residency. Carlsbad’s sist cities are Futtsu, Japan and Karlovy Vary, Czech Republic. Both are interested in su( a program. Because of the logistics and distances, the residency would be 2-3 week Cultural understanding and community connections to the arts are both objectives whic will be achieved. Matching funds will be provided from the Arts Office budget, the California Arts Coun Touring Program and from private contributions. In-kind donations will be provided I individuals housing and hosting the artists.
