RECOMMENDED ACTION:
of the Carlsbad Police Officers’ Association
Adopt Resolution No. 93-238 approving an increase in the contributior
paid by the City on behalf of active employees and eligible dependents
the Carlsbad Police Officers’ Association (CPOA) for cafeteria benefit!
ITEM EXPLANATION:
The City of Carlsbad currently pays a fixed dollar amount ($16.00 per
month) for medical insurance for active and retired police employees,
is required by the PERS Health Insurance Plan. In addition to this fixer
monthly amount, the City provides an additional sum for active emplol
to use for various designated purposes (“cafeteria benefit” or “cafetf
am o u n tyy) .
It is staff’s recommendation that the City Council approve an adjustn
to the cafeteria amount equivalent to an additional fifteen dollars
($15.00) per month at each level of coverage for all active employees
eligible dependents effective August 1, 1993. The schedule of the Ci
contribution would be adjusted as follows:

This recommended increase in the City’s cafeteria benefit for active (
employees and eligible dependents is commensurate with the average
the increases realized by the Carlsbad Firefighters’ Association (CFA)
the Carlsbad City Employees’ Association (CCEA) in conjunction with
signed Memorandums of Understanding. The City has met and conferrf
with CPOA representatives regarding this change.

FISCAL IMPACT:
The estimated cost of funding this proposed increase in the cafeteria
benefit for active CPOA employees and eligible dependents for the plat
year beginning August 1, 1993 and ending July 31, 1994, is approxima
$15,000. It is recommended that the cost be funded from the General I
Contingency Account balance which is approximately $590,000.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
AN INCREASE IN THE CAFETERIA BENEFIT FOR
ACTIVE EMPLOYEES AND ELIGIBLE DEPENDENTS

WHEREAS, the City of Carlsbad currently pays a fixed doll
amount ($16.00 per month) for active and retired police employ
as is required by the PERS Health Insurance Plan; and
WHEREAS, in addition to this fixed monthly amount, the C
provides an additional sum for active employees to use for vari
designated purposes (“cafeteria benefit” for “cafeteria amoun

WHEREAS, the City Council has determined that it is
appropriate to increase the additional sum provided for active
employees for various designated purposes (“cafeteria benefit’

WHEREAS, the City has met and conferred with the Carlsl
Police Officers’ Association (CPOA) regarding this change; and
WHEREAS, the costs of the increase in the City’s contrip
will be funded from the General Fund Contingency Account bali

NOW, THEREFORE, BE IT RESOLVED by the City Council for th
City of Carlsbad, California, as follows:

That the above recitations are true and correct.
That the recommendation that the City’s cafeteria
benefit for active CPOA employees and eligible dependents be
increased by an additional fifteen dollars ($15.00) per month at
level of coverage is hereby approved.
