H MTG. 9/28/93 PARTNERSHIPS FOR CHANGE GRANT CITY AT CITY MC DEPT. RECOMMENDED ACTION: - LIB FROM THE CALIFORNIA STATE LIBRARY Adopt Resolution No. 93 - 293 Library in the amount of $60,000 and appropriating accumulated interest. ITE!M EXPLANATION: On May 25, 1993, the City Council approved the library's application for a fourth yea1 (1993-94) Partnerships for Change grant in the amount of $60,000. The library has 1 this grant to establish an information outreach program to Hispanic families in Cxlsbi downtown neighborhood. This program, the Centro de Informacion, opened in Nover 1991 in a rented facility. Now located in a rent-free classroom at Pine School, the Ce with its four part-time bilingual staff, provides services 23 hours per week. Services include programs for both adults and children; a variety of bilingual print an print resources; information and referral; a bi-monthly newsletter; and close contact 1 community groups and neighborhood residents. There have also been increasing effo assist new Hispanic residents as they adapt to life in a different culture and become fi with the range of services and resources offered at the main library. During the most recent quarter of activity, over 3,800 people visited the Centro; over adults and children attended informational and educational programs; 85 new library were issued (over 1,100 issued since the program began); 211 information and refen questions were handled; and 3,101 items were checked out. In the coming year, the plans to continue serving the informational and educational needs of Spanish-speakin residents of the downtown area. Exhibit 2 summarizes the Centro's planned services activities for the coming year. FISCAL IMPACT: This grant program operates on the federal fiscal cycle from October 1 through Septf 30 each year. The $60,000 federal grant, plus in-kind contributions totaling $22,65( fully support the operation of the program through September 30, 1994. In-kind contributions include $1 1,300 for support and administration provided by library sta $1,850 for supplies; and $9,500 for Spanish-language materials included in the libra CLSA state grant, which does not involve general fund.
