RECOMMENDED ACTION: REVISION OF THE FACILITY USE REGULATIONS If Council concurs, your action would be to amend Council Policy Statement 28 anr revised Facility Use Regulations. ITEM EXPLANATION: The Parks and Recreation Facility Use Regulations have not been updated since July t facilities have come on line, revisions have been made in the City’s Liability Insurance rules governing facility use. Staff has reviewed the Facility Use Regulations and Pr compares the current policy versus the recommended revised policy (Exhibit 1) and co Council approval, staff recommends the adoption of the proposed Facility Use Regulatic which includes revisions in the following areas: Liability Insurance requirements Addition of new facilities Application Procedures, Rules and Policies Establish guidelines for car shows at City Parks PARKS AND RECREATION COhlMISSIOIy At their meeting, January 18, 1993, the City of Carlsbad Parks and Recreation Commis the proposed Facility Use Regulations. They recommended that applicants with low 1 i.e., small business meetings, continue to be allowed ten (10) working days to submit a] facility use rather than the fourteen (14) days which will be required for the moderate activities, i.e., sporting events, parties, etc. The Commission voted unanimously to recommend to City Council the approval of Recreation Facility Use Regulations. FISCAL IMPACT The revision of the Facility Use Regulations will have no fiscal impact to the City. EXHIBITS: 1. Memorandum to Parks and Recreation Director dated March 11, 1993 2. RECOMMENDATION The City Attorney and Risk Manager’s offices have reviewed the Facility Use Regulations and cc upon your approval, staff recommends that the department adopt the Revised Facility Use Reg which includes revisions in the following areas: 1.) City’s Liability Insurance Program, 2.) Adc new facilities, 3.) Applica-tion procedures and policies, 4.) Identify policy regarding car shows. Approval for use will not be granted to a person under twenty-one (21) years of age 12. Department equipment is available for use in the City's facilities, but may not be rc any other location without proper written authorization by the Recreation Supervil 13. No two groups of opposing political parties or political affiliation shall be scheduled a time at any facility. 14. No tape, nails, staples, etc. will be permitted on the walls of any facility. 15. Stagecoach and Calavera Community CentedGymnasiums: a. Gymnasium usage will not be granted when other City facilities are deemed mol for requested usage. b. No food, beverages, or hard sole shoes allowed. c. Floor cover to be in place for all events other than sports. 16. Safety Center Conference Rooms: a. In the event of a major emergency occurring within the City the meeting rooms w be used by City officials. Groups scheduled to use the rooms will be preempted d time. An appropriate refund of room reservation fees collected, or reschedulinj canceled meeting will be arranged. b. Parks and Recreation Department personnel will process applications no more 1 (30) days in advance. CarShows: a. It is the policy of the Parks and Recreation Commission that Car Shows are not i any park turf area, however, shows will be allowed in authorized parking spaces E as designated by Parks and Recreation staf'f. Any appeals will be reviewed on a CE basis. 18. Stagecoach Park Batting Cages The La Costa Youth Organization (LCYO) will have priority for use of the batting c: charge during March through June. LCYO must submit a "Facility Use Applicatior department. If additional use is needed, a separate application must be submitted. T cage will be available by other groups when not in use by the LCYO. 19. SMOKING IS NOT PERMITIED IN ANY CITY FACILITY.
