Q%+/L/ rpi 0 e * e-”+ League of Women Voters North Coast San Diego County u October 12, I993 Carlsbad City Council 1200 Carlsbad Village Drive Carlsbad, CA 92008 Dear Mayor and Council Members: The League of Wornen Voters believes in the active participation by the public be informed, to be heard, and to be involved not only in, but beyond elections; and which requires that officials make decisions openly and that they provide broadly publicized, convenient opportunities for participation by the public in the process. Based on this psition, the League has previously opposed moving the public conment period from the beginning of city council meetings. Too often citizens complain that the city council is not responsive to their concerns. Moving the public cmnt period at council meetings will only add to the citizer perception, justified or not, that they are not being heard. If you mve public comnt to a time period following departmental reports, at a long meeting, there may be no time left for the citizens if the 10-p.m. adjournment time is to be honored. As for the arguement that public coment takes too much time away from the published agenda, it’s very unusual for the council not to finish its agenda at a given meeting. Sometimes the council itself elects to postpone agenda items, citizen advisory appointments for example which have been noticed.
