ITEM EXPLANATION:
The widening of Palomar Airport Road and El Camino Real is a joint capital project for
Cities of San Marcos, Vista and Carlsbad. Funding for the project comes from the tl
cities and from many sources including San Diego County sales taxes (TransNet), 8
sales taxes (TDA), traffic impactfees, San Diego County airport contribution, gas tax fui
and Carlsbad Municipal Water District (CMWD) capital funds.
In December 1992, the construction contract for the widening of Palomar Airport Road El Camino Real was awarded to West Coast General Corporation J.V. for over $6.4 mill Council authorized City Manager approval of individual change orders of $25,000 or I to a cumulative value of $650,000.
Since Change Order No. 15 exceeds $25,000, the Carlsbad Municipal Code, Sec 3.28.172(c), requires that it be approved by the City Council.
Change Order No. 15 was required because during construction of the west side o Camino Real it was discovered that the subgrade under the new roadway contaii
excessive moisture causing instability. It was therefore structurally inadequate to constr new improvements upon it. This wet condition could not be anticipated by the contra( and is a changed condition according to the contract documents. Therefore in ordei rectify this substandard condition extra work is required,
FISCAL IMPACT:
Funds in the amount of $690,347.83 are available in Account No. 344-820-1 840-31 66
Change Order No. 15 which is in the estimated amount of $96,000.00.

A RESOLUTION OF THE CITY COUNCIL OF THE CllY OF CARLSBAD,
CALIFORNIA, APPROVING CHANGE ORDER NO. 15 FOR PALOMAR
AIRPORT ROAD & EL CAMINO REAL WIDENING, CONTRACT NO. 3166
WHEREAS, construction of improvements on Palomar Airport Road and El Caminc
Widening, Project No. 31 66, has necessitated contract Change Order No. 15; and
WHEREAS, funds in the amount of $690,347.83 for said change order are availa
Account No. 344-820-1 840-31 66.
NOW, THEREFORE, BE IT RESOWED by the City Council of the City of Cai
California, as follows:
1. That the above recitations are true and correct.
2. That Change Order No. 15 in the amount of $96,000.00 for Palomar Airport ROi
El Camino Real Widening improvements, specifically identified as Contract No. 31 66, is apF
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City C

Item 1 : During construction of the west side of El Camino Real it was discovered that the subgrade under
the new roadway contained excessive moisture causing instability and was therefore structurally

The Contractor is directed to make the following changes as described herein. Changes shall include
all labor, materials, equipment, contract time extension, and all other goods and services required to
implement this change. Payment stated on this change order includes all charges, direct or indirect,
arising out of this additional work and is expressly agreed between the City and the Contractor to be the
complete and final costs hereof. The requirements of the specifications, where pertinent and not in
conflict with this change order, shall apply to these changes. This change order is not effective unless
signed by the City Manager/Mayor.
Pursuant to subsection 3-2, Changes Initiated by the Agency, Standard Specifications for Public Works
Construction, 1991, perform the following:
Item 1 : Provide and install subdrain, filter fabric, and geofabric in the structural section on El Camino Real
between approximate stations 330+00 and 352+50 from west curb to 25’ east. The subdrain
shall consist of 6‘ diameter, perforated, schedule 40 PVC pipe wrapped in Mirafi 160N filter fabric
and lapped into Mirafi Miradrain 5000. Mirafi 600X fabric shall be placed on subgrade after
compaction. Scarification of the subgrade shall not be done. Tensor Geogrid fabric shall be
placed on the finished sub-base after compaction and providing for a 2’ lap into the next phase
of construction.
