Adopt Resolution No. 9 3 -306 authorizing the Carlsbad City Library to apply for a gr
from the California Library Literacy Service.
ITEM EXPLANATION:
The Carlsbad City Library has provided an adult literacy program since 1984. For it:
five years, this program was supported by grant funds provided by the California Sta
Library under its California Literacy Campaign program. State funding was available
for a five year period. Since 1989, the Carlsbad City Library's Adult Learning Progra
been supported by the City's General Fund.
Under legislation approved in 1990 which created the California Library Literacy Ser
the State Library has provided matching grants to California Public Libraries that haT
completed the five year establishment period. Based on locally budgeted funds for li
programs, the State Librarian has indicated that the State match this year is $1 of St
funds for each $4.51 in local funds. For the Carlsbad City Library, the State matchir
for 1993-94 will be $25,167, based upon the Adult Learning Program's current budg
$113,416.
FISCAL IMPACT:
The Carlsbad City Library meets the eligibility requirements for receiving State matcl
funds. These matching funds are awarded by the State with the intention of extendj
enhancing existing literacy services.
Since the funding provided by this grant is limited, and the amount of future fundin;
uncertain, the grant funds will be used for a one time purchase of equipment, soh
contractual services to improve and enhance the tutoring of adult learners. Expendil
equipment, software and contractual services will be $23,303. An indirect of 8%, $1
will provide for the cost of administering the grant, for a total grant amount of $25,

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE APPLICATION
FOR A GRANT FROM CALIFORNIA LIBRARY SERVICES
ACT FUNDS.
WHEREAS, the Carlsbad City Library Adult Learning Program provides
training to meet the literacy needs of adults; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports th
goals of the City Council and the objectives of the Library; and
WHEREAS, the California State Library will provide additional support fo
the Adult Learning Program with grant funds;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California as follows:

library will use the CLSA matching funds for the California Librar
Literacy Service requested for Fiscal Year 1993/94.
Carlsbad City Library will use CLLS matching funds for 1993/94 to

The State match this year is $1 for each $4.51 raised locally. This is a 2.4% increase ove
last year, which was one State dollar for each $4.62 raised locally. It is my hope that eacl
year we will come closer to the 100% match authorized by the California Library Literac:
Services Act.

The State match is based on $7,302,613 raised by local library literacy services. This largc
amount is particularly impressive during these financially difficult times.
Remember that your matching-funds grant is based on all the services supported by the fund
you have certified as eligible for matching. We need reporting on all the learners and tutor
supported by these funds, in order to demonstrate the effectiveness of the California Literac!
Campaign (CLC). Timely submission of Quarterly Reports to the California State Library i:
essential for me to be able to keep the California Library Services Board (CLSB) and thc
Legislature accurately informed on the effectiveness of the CLC.
Your full participation in the use of the new CALPEP is important. We finally have I
learner-centered Semi-annual assessment process that can be of great value for tutor anc
learner, the local program and the State Library. You will receive more information on the
software to support CALPEP and where to send disks by May, 1993. You will not be
asked to submit CALPEP data before then.
