U&M EWNDS FOR JPA CONSULTANT SERVICES AUTHORIZATION OF EXPENDITURE OF D c C Ei % C3 E EL % z g '5 a 8 z 3 0 0 C@Y OF CARLSBAD - AGEWA BILL RECOMMENDED ACTION: Adopt Resolution No. 59-3@ authorizing the expenditure of up to $15,000 frc Solid Waste Enterprise Fund for Carlsbad's portion of consultant services desired North County Solid Waste Management Agency lTEM EXPLANATION: At its April 4,1993 meeting, the North County Solid Waste Management Agenc; agreed to issue a Request for Proposals (RFP) for consultant services to compl following tasks: 1. Preparation of a Request for Proposals for securing solid waste tra processing and disposal options as alternatives to the San Diego Solid Waste System; Assistance in evaluating the reliability, technical and fiscal adeq alternative disposal proposals received in comparison to the curr anticipated County of San Diego solid waste disposal options; a Assistance to the Joint Powers Agency in negotiating with ve toward obtaining a contract for alternative solid waste tri processing and disposal. 2. 3. The firm of Gershman Brickner & Bratton (GBB) was selected and directed to ci Task 1. On May 18, 1993, City Council adopted a resolution which authon expenditure of $10,000 from the Solid Waste Enterprise Fund for Carlsbad's p( Task 1 only. At their October 14, 1993 meeting, the JPA authorized proceed Task 2. GBB has since completed Task 1 and 2. There is an immediate need to expenc for Carlsbad's portion to bring the Consultant current. An additional estimated is needed to complete Task 3. Staff recommends authorization of expenditure $15,000 for Carlsbad's portion of the remaining necessary consultant service! FISCAL IMPACX The estimated remaining cost of the JPA consultant services is $40,000, to bc equally between the three cities. Carlsbad's portion is $15,000, including conti Funds are available in the Solid Waste Enterprise Fund. The Solid Waste E Fund is funded through grants, as available, and the Administrative Service fet of the residential and commercial solid waste services rate. EXHIBITS: 'rfj. 1. GBB' price for evaluation of proposals is $9,422. Task 3, contract negotiations, is as a time and materials item at $22,870. With the addition of project mana! costs, the subtotal for this current phase of the contract is $35,302. There is an immediate need for each of the member agencies to appropriate to cover GBB's review of the proposals. If we wish to also fund the nego phase as currently estimated, each agency's total share would be $10,800.
