JTEM EXPLANATION: On August 10, 1993, City Council approved the Interim Solid Waste Agre committing 50% of Carlsbad's waste stream to the Interim Solid Waste Corn (Commission), and became a voting member of the Commission. This commit valid through May 31, 1994, at which time Commission members may withdra waste and leave the Commission. One of the terms of the Interim Agreement was that cities committing at least their waste stream may, until December 1, 1993, deliver more waste than con without it being subject to a surcharge. After that date, cities have until Jar 1994 to commit the remaining waste, paying the surcharge on uncommitted T, the meantime. On November 18, 1993, the Commission is expected to ( removing the surcharge entirely, making the commitment issue moot. Independent from the Commission, the North County Solid Waste Management issued a request for proposals for solid waste disposal alternatives to the County The Agency received eight responses, five of which merited further review. 7 is expected to be narrowed to two with the finalists presenting their proposa Agency's November 22 meeting. Currently, all of Escondido's and Oceanside and Carlsbad's 50% currently uncommitted waste could be sent to an : alternative disposal option. Commitment of the remaining 50% would mean Carlsbad would not be Carlsbad choose not to commit the remaining 50% and be subject to the surc 50% of our waste, residential rates would need to increase by approximatelJ commercial rates 10 - 15% to compensate Coast Waste Management for the i disposal costs. If, at the Novr 18 meeting the Commission recommends that the Board of Supervisors susper surcharge and the Board of Supervisors so acts, the final 50% of the city's waste 1 not be surcharged and the need to commit the waste would be unnecessary. FISCAL IMPACX If Council commits the remaining 50% of the City's waste stream, or if the sur( is suspended, solid waste services rates will remain unchanged until the tip increased. However, should all our waste be committed to the Commission, Cs would not be eligible to use Agency disposal options, which may or may not be cl than the County, until the Interim Agreement expires on May 31, 1994. If Carlsbad does not commit the remaining SO%, and the surcharge is not sus~ the solid waste services rates would need to be increased, until an alternative is available through the Agency. Residential rates would need to be increase $14.22 to $15.57 (9.5%), and commercial bin rates from $86.71 to $96.62 (: for once a week service. These rates include a surcharge to compensate the ha1 effective on January 1, 1994. With the surcharge, total landfill disposal cost: increase from $3,725,000 to $4,678,000, or $953,000 annually. The impacts of Agency disposal options will not be known until a con negotiated.
