Emergency vehicle response time is not negatively impacted by parked vehicles due to the road being sufficiently wide for parked vehicles. The Traffic Safety Commission considered the following options: I. Deny the request. Parking would be allowed on both sides of the street for a maximum time duration of 72 consecutive hours as currently exists. Limit parking on both sides to certain hours. For instance, restrict parking Monday through Friday between the hours of 7:OO a.m. and 300 p.m. Establish a time duration for on-street parking such as a one-hour or two-hour duration. This time duration could be applicable during certain times of the day such as indicated in Option 2 above. 2. 3. I e a Page 2 of Agenda Bill No. 12, 536 Implementing a parking restriction may result in vehicles being moved and parked in other Poinsettia Lane. Similar requests for parking restrictions on that segment of Paseo Del Norte have been received by staff in the past. Staff has consistently recommended that parking restrictions not be established on public streets for aesthetic or personal reasons. Only when traffic safety issues are apparent does staff recommend a parking restriction. Neither staff nor the Police Department have observed safety issues associated with parked vehicles at the subject location. Other problems cited by residents have not been observed by staff, but most likely have occurred on occasion. Implementing a time limit parking restriction would require continuous police enforcement to be effective. Unfortunately, enforcement manpower is limited and continuous enforcement cannot be provided by the Carlsbad Police Department. A one-hour or two-hour time duration would have the most severe impact to enforcement ability due to limited Police Department resources to monitor parking violations at this location and at others throughout Carlsbad. By a 4-0 vote, the Traffic Safety Commission recommended against establishing an on-street parking time restriction at their October 4, 1993 meeting. This recommendation is consistent with the Traffic Safety Commission recommendation of December 7, 1992 when a parking restriction for this segment of Paseo Del Norte was also discussed. At that meeting, the Traffic Safety Commission recommended 3-0 against establishing on-street parking restrictions. locations, For instance, more vehicles might park on Paseo Del Norte northerly of FISCAL IMPACT: No impact if a parking restriction is not implemented. Paseo Del Norte, Poinsettia Lane to Sea Cliff EntranceIExit Gate - Request for parking restrictions- George Eisner, 7305 Linden Terrace, stated that this small section of Paseo Del Norte from the gate to Poinsettia is the only access to Sea Cliff. The road is narrow and it is used as a park and ride parking lot. Mr. Eisner said that a van picks up the people who park there and takes them up to Orange County. He would like some kind of a restriction to prevent parking there from 5:OO a.m. to 6:OO p.m., five days a week. Mr. Eisner stated that this is unsightly and is a hazard. Ramona Reasons, 7402 Lantana Terrace, President of Sea Cliff Homeowners Association, stated that the association has taken a position and has written a letter to staff opposing the park and ride parking outside of the gate to Sea Cliff, She stated that if safety issues are the only thing that the Commission includes a broader scope than the name implies. Ms. Reasons stated that there is a park and ride lot nearby, and also the Poinsettia Shopping Center could be used for all day parking. For some reason, the commuters that are picked up by the van prefer to use this area by the gate to Sea Cliff. This gate is the only way in and only way out for the people living in Sea Cliff. Bob Johnson gave the staff report at this time, stating that the matter had been before the Commission in December, 1992, and has been discussed for three or four years. He stated that this is a typical public street and parking is allowed as long as there is no safety issue or a hazard. Mr. Johnson stated that if a vehicle is street legal and not violating any ordinance or law, staff does not recommend a parking restriction. This is a 40 foot wide street, and any such street in the City can accommodate cars parked on both sides. In this particular area, if restrictions were placed on this area, it would only push the problem farther north. Mr. Johnson stated that this item will go forward to Ci Council, since Mayor Lewis initiated the item. ACTION: this Commission considers, then this item should not be before this group. However-, she felt that On motion by Commissioner Blake, the Traffic Safety Commission adopted the recommendation of the Traffic Safety Coordinating Committee to deny the request for parking restrictions on Paseo Del Norte between Poinsettia Lane and the Sea Cliff gate.
