ITEM EXPLANATION One of the provisions of Council Policy No. 49, a Procurenent Policy for Recycled Products, is for the Purchasing Department to prepare an annual report on the City’s usage of recycled products. A summary of the City’s recycled procurement activities during 1992-93 is presented in the following report. EXHIBITS 1. Recycled Products Procurement Report. -4 0 0 ANNUAL RECYCLED PRODUCTS PROCUREMENT REPORT 1992-93 Council Policy No. 49, A Procurement Policy for Recycled Products, was approved by the City Council two years ago. One of the provisions of the policy is for the Purchasing Department to prepare an annual report on the City's usage of recycled products. A summary of the 1992-93 recycled procurement activities is presented in this report. Paper products continue to be the most prevalent recycled items purchased by the City. During 1992-93, the City expended 681 cases of recycled copy paper; five hundred fifty-eight cases were white copy paper composed of 30% post consumer waste. This represents a 7% increase in post consumer waste fiber from last year's paper. Both the Library and the Recreation Department also use recycled paper with their offset printing presses. Purchasing's Central Stores has forty-seven office supply items made from recycled materials that are available to all departments. The number of recycled products that are carried in Central Stores has increased 81% over last year--fiom twenty-six in 1991-92 to forty-seven in 1992-93 (see attached graph). In addition to recycled office supplies, City letterhead, envelopes and business cards are printed on recycled paper containing 15% post consumer waste. The City's annual contract for speedy copy services specifies recycled paper for printing public works contracts, manuals, reports and batch coping. The Parks Division utilizes numerous recycled products in their maintenance programs. They use fertilizer made from composed grass clippings, fur shavings from the stables at the Los Alamitos Racetrack mixed with sewage sludge from our Encina Treatment Plant. Also recycled gypsum (old wallboard) is used as a soil amendment in the City parks. Sanitized drums that contained bulk liquid products serve as trash containers and temporary trash receptacles made of 20% recycled paper/cardboard are used at special events by the Parks Division. 1 e 0 Another division using recycled products is the Fleet Operations Division. During 1992 -93, one hundred thirty-nine recapped tires were purchased at a total savings of over $7,000. In addition to purchasing recapped tires, Fleet Operations recycles vehicle motor oil, car batteries and recycles vehicle anti freeze on site. The Street Division has participated in the program by using recycled sign blanks for various signs around the City. Also, the 1992-93 Street Overlay contract required the contractor to use 2000 tons of rubberized asphalt as a part of his bid. This amount is equivalent to 5,200 tires that were kept from the landfill. The portion of El Camino Real that used 1" rubberized asphalt cost approximately $81,000. If regular asphalt had been used it would have required a 2" thickness and would have cost $94,000. Another public works contract that specified recycled products was the widening of Palomar Airport Road. The contract specified recycling approximately 22,500 tons of asphalt pavement, concrete demolition products and aggregate base into aggregate subbase material. If the material had not been recycled there would have been an additional charge for exporting the material from the site. It is estimated the cost savings in using recycled material in the subbase was over $4,000. This is the second year the City Council policy on the procurement of recycled products has been implemented. As new and improved recycled products become available, the Purchasing staff wil ask the departments to test, evaluate and make recommendations for purchasing. Our goal is tc purchase recycled items with the most post-consumer waste and, whenever possible, purchase item: that can be recycled. RUTH FLETCHER 2
