CARLSBAD RANCH, UNITS 1 AND 2
1 RECOMMENDED ACTION:
Adopt Resolution No. 93 -390 approving a Final Map for Carlsbad Tract No. CT 92-07
Carlsbad Ranch Units 1 and 2.
ITEM EXPLANATION:
Engineering staff has completed checking the final map for Carlsbad Ranch Units I and II.
These are the first two units of the total of four units of Carlsbad Tract CT 92-07. This
subdivision is located north of Palomar Airport Road and generally east of Paseo Del
Norte and Car County Drive. It is comprised of seven lots and one remainder parcel with
uses as follows: commercial, office, planned industrial, travel services and open space.
Lot 1 is an open space lot previously dedicated to the City. The lot is also an agricultural
preserve typically used for growing flowers. Lots 5 and 6 are the site of the proposed
Gemological Institute of America school and related facilities.
The final map conforms substantially with the Subdivision Map Act, the Carlsbad
Municipal Code and with the conditions of approval and the tentative map as approved
by the City Council on January 6,1993, per Resolution No. 3463.
This map has been found to be consistent with the Growth Management Ordinance and
the requirements of the Local Facilities Management Plan for Zone 13. Currently all
public facilities within or impacted by Zone 13 meet or exceed the adopted performance
standard (or will be guaranteed by virtue of the payment of the Zone 13 facility fee). For

Local Facilities Impact Assessment Form.
The developer has contracted with a licensed environmental consultant to provide
construction observation and monitoring services for the mitigation measures required by
the tentative map and the environmental impact report for the subdivision.

FISCAL IMPACT:
The exact amount of public facility fees are unknown until the applicant submits an
application for Building Permits. All development applications for projects within Carlsbad
Ranch will require a Site Development Plan. Impacts and fees can be better determined
at that time. No detailed economic impact analysis of this development has been
conducted. While increased operating expense related to this project are expected to be
offset from the increased tax or fee revenue, no exact percentage of offset can be
predicted.
As a requirement of this subdivision, Carltas Company has paid $200222.00 in drainage
area fees for development in Drainage Area 10 under the existing Master Plan of
Drainage. The City will be adopting an updated Master Plan of Drainage soon.
Additional fees will be required as a result of this update. The Carltas Company will be
constructing some of the improvements required under the updated Master Plan of
Drainage. Carltas will be required to pay the fees required by the update. They will either
receive credit for the expense of the drainage improvements or they will receive a
reimbursement when the update is approved.

In order to fulfil1 the requirements of the Growth Management Program, the project will be
annexed to Community Facilities District No. 1 (CFD). Carlsbad Ranch is the first property
to request to annex into the CFD to fulfill its obligation. Annual special taxes on the
undeveloped land will be levied on all lots within the subdivision with the exception of
Open Space Lot 1. Because this is a commercial/industrial project the owner has the
option of 1) paying the one time special development tax at time of issuance of a building
permit or 2) of having the one time special development tax amortized and paying
annually for 25 years. Lot(s) 2 through 6 within this subdivision have not been proposed
for development at this time. The annual special tax will be based on the following
general plan designation and acreage of developable land.

The purpose of this subdivision is to set up lots and grade pads for future development. Each lot is required to receive
approval of a Site Development Plan At this time the impacts are not known since they are based on building square
footage and use. The impacts will be determined using the Site Development Plan review when the building square
footages are provided.

RESOLUTION NO. 93-340
A RESOLUTION OF THE CR-Y COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING A FINAL MAP FOR CARLSBAD TRACT 92-07
CARLSBAD RANCH UNlTS I AND II
. WHEREAS, Carltas Company, a California Llmited Partnership, have submitted a
final map known as Carlsbad Tract No. 92-07 to the City of Carlsbad for approval; and
WHEREAS, the Tentative Map of Carlsbad Tract No. 92-07 with conditions,
was approved by the Planning Commission on January 6, 1993 pursuant to Resolution
Number 3463; and
WHEREAS, the City Council approved Planning Commission Resolution No. 3483
at its meeting of March 16, 1993 pursuant to Resolution No. 93-55; and
WHEREAS, the City Engineer has determined that said map substantially conforms
to said conditionally approved tentative map; and
WHEREAS, the conditions of approval for sald final map have been completed or
secured; and
WHEREAS, the developer has offered public streets and public easements for
dedication to the Clty of Carlsbad; and
WHEREAS, the final map conforms to the Cii of Carlsbad General Plan and all
requirements of City Codes and Standards; and,
WHEREAS, the City Council of the Cii of Carlsbad determined it to be in the
public Interest to approve said Final Map;
NOW, THEREFORE, BE lT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That said Final Map known as Carlsbad Tract 92-07 from Carltas Company
which is on file with the City Engineer and is incorporated herein by reference, is

3. That the City accepts said dedication.
4. That the City Clerk is authorized to sign the Certificate of Acceptance on
the FJnal Map.
5. That the City Clerk is authorized to cause the original Final Map to be
recorded in the Office of the County Recorder of San Diego County, State of California.
6. That the City Clerk is authorized to release the map to Chicago Title
Company for recording in the office of the County Recorder.
