L ITEM EXPLANATION: Tamarack Avenue is designated as a collector street an the Circulation Eleme provides east-west access from Interstate Highway 5 to Carlsbad Boulevard and the area. The road generally follows a linear alignment between Carlsbad Bouleva Interstate Highway 5, a distance of 0.50 miles. Recent construction improvements have widened Tamarack Avenue to a two lane rc in the segment between Carlsbad Boulevard and Linmar Lane, and four lanes bc Linmar Lane and Jefferson Street. Numerous residential driveways intersect the ro Parallel on-street parking is permitted in a designated area between Garfield Street : railroad tracks. Traffic signals have been installed on Tamarack Avenue at the intersections of C< Boulevard and at Jefferson Street. Other intersecting streets are controlled by STOF Between Carlsbad Boulevard and the railroad tracks, Tamarack Avenue has an A Daily Traffic volume of approximately 8,700 vehicles. Fortunately, the traffic collision on this segment of Tamarack Avenue does not indicate exceeding the safe speec a significant problem. Sections 22357 and 22358 of the California Vehicle Code authorizes local autho establish a prima facie speed limit on the basis of the results of an engineering an survey. This segment does not qualify as a residence district per the California Code. Staff presented the results of the survey to the Traffic Safety Commis! December 6, 1993. The engineering and traffic survey considered such factors number of collisions that have previously occurred on this road segment, roadway ft traffic volumes, pedestrian volumes and crossing locations, adjacent land uses, d locations and the critical speed. Based upon the results of the engineering an survey, the Commission recommended, by a 3-2 vote, that a prima facie 30 mile p speed limit be established upon Tamarack Avenue from Carlsbad Boulevard to In Highway 5.
