On A1 13, 1993, the City Council approved Ordinance No. NS- 235 repealing the Housing i Redevelopment Department Advisory Committee and replacing it with the Hous Commission. On September 21, 1993, the City Council introduced Ordinance No. NS-259 wh would change the membership of the Design Review Board to three (3) Plam Commissioners and two (2) Housing Commissioners. After further consideration on matter, staff has determined that it would be more appropriate to amend the members to include three (3) Planning Commissioners and two (2) representatives of the Vi11 Redevelopment Area. The purpose of the Housing Commission is to review programs, policies and projt related to affordable housing on a city-wide basis. Activities/projects in the Vi11 Redevelopment Area are not limited to Housing. Therefore, staff is recommending I the City Council appoint two (2) representatives of the Redevelopment Area rather t members of the Housing Commission to the Design Review Board. The recommen ‘. membership criteria is as follows: the appointed representatives must either 1) res within the Village Redevelopment Area; or 2) work or own property within the Vi11 Area and live within the city limits of Carlsbad. This ordinance change would allow the Council to appoint two (2) representatives of Village Redevelopment Area to the Design Review Board.
