If Council concurs, the action would be to adopt Resolution No. 94-80 supporting
the continued presence of the United States military in the San Diego region.
lTEM EXPLANATION:
Council Member Kulchin received the attached request from Chairperson of the San
Diego County Board of Supervisors Pam Slater, to adopt a resolution expressing
The resolution states that the City of Carlsbad recognizes the importance of
Mkamar Naval Air Station to the local economy and no effort will be made to
induce them to leave.
BACKGROUND
Two actions have been taken in recent months which have renewed interest in
regional airport service in San Diego County. The San Diego Association of
Governments (SANDAG), in January of this year, established an advisory committee
to prepare a detailed scope of work for assessing the market demand and
opportunities for air transportation in the San Diego region. The committee
includes representatives from the Federal Aviation Administration, Department of
Defense, State Division of Aeronautics, City of San Diego, County of San Diego,
Unified Port District, SANDAG, business community, labor, academic community,
Congressional delegation, and San Diego Dialogue. The committee has also been
asked to identify potential hnding sources for the study. SANDAG staff estimates
the first phase of the study could be completed within six months if funding is
obtained. The cost of the first phase of the study will be approximately $150,000.

information.

Also attached is a breakdown of the group that will be invited to participate in the
advisory committee. In addition, the County Board of Supervisors has voted to
place an advisory measure on the ballot seeking to have governmental agencies
cooperate in relocating San Diego International Airport - Lindbergh Field to NAS
Miramar if the United States Government decides to make Miramar available for
civilian use. The County staff report with proposed ballot language is attached.
FISCAL IMPACX
The fiscal impact to Carlsbad is not known at this time.

A RESOLUTION OF THE CITY COUNCIL OF THE CTTY OF
CARLSBAD, CALIFORNIA, SUPPORTllVG THE CO-
PRESENCE OF THE UNITED STATES MILITARY
IN THE SAN DIEGO REGION
WHEREAS, the City of Carlsbad recognizes the importance of Miramar Naval
Air Station and the military to San Diego's economy, no effort will be made to
induce or encourage them to leave; and,
WHEREAS, the City of Carlsbad recognizes that uncertainties in San Diego
County's evolving economy, including a dramatic loss of jobs, require the region's
etected officials to move carefully when considering a new airport; and
WHEREAS, a collaborative effort of government officials, academics, business,
labor and community leaders is needed in planning for a major regional commercial
airport facility; and,
WHEREAS, the advisory vote intended for the ballot is not meant to send a
message to the military, or our elected representatives in Washington, that we want
the military to leave Mkamar Naval Air station; and,
WHEREAS, the City of Carlsbad concurs with the SANDAG Board of Directors'
action that the airport planning process and scope of work include an economic and
feasibility study that is thorough, factual and timely;

Carlsbad, CA supports the continued presence of the United States M%tq in the
San Diego region.

FOR AIR TRANSPORTATION IN THE SAN DIEGO REGION
Introduction
At its December 1993 meeting, the Board directed staff to prepare a draft scope of work for an
assessment of the market demand and opportunities for air transportation hi the San Diego
region. This assessment, as described in the December Board Report, R-13Q-A, would be the
first phase of a potential two phase project designed to describe the economic value of meeting
the region’s market based needs for ab transportation capacity. Staff also was directed to set
an Airpolt Workshop for the Board, That Workshop was held on January 14, 1994.
This report describes a process for preparing a scope of work for a study of air transportation
market demand and opportunities. It identifies some of the key questions to be addressed in the
study. As mentioned before, the study would not be site spwifk.
The process described below is intended to develop a consensus among, organizations and
agencies wbase involvement wiU be important to any regional ait transportation decision. The
staff believes that determining air transportation’s value to the region’s economy is the. only valid
technical approach to the issue, and the best way to provide infomiation to those supporting
various airport site alternatives. It also gives the City of San Diego the information and the
opportunity to determine its position on ak transportation. It is, therefore, my
RECOMMENDATION
that staff be directed to:

detailed scope of work for assessing the market demand and opportunities for air
transportation in the San Diego region, and
identify and secure funding sources for the study. *

Discussion
All previous a.j~ transportation studies conducted by SANQAG have focused on fipdmg an ahport:
site to replace or complement Lindbergh Field, Site selection studies are, by nature, divisive
fgr decision-makers. This problem always has been compounded by lack of apment on the
scale of air transpodation demand the region shouId accommodate,
Recently, SWAG’S Regional Economic Advisory Committee recommended that planning for
major regional facilities quires the collaborative effort of business, labor, universities, and
government. This was reinforced by severdl speakers at the Board workshop who emphasized
the need for regional consensus. The study process and phasing being recommended by staff
is intencied to gain consensus on the value of air transportation to the region’s economy.
SANDAG’S experience with ah transportation planning has shown that a successful planning
process should involve the right organizations md ageacies in the prepamtion of a scope of
work. It is iniportant that rhesa organizations and agencies support the process as well as the
product of these studies.
Therefore, staff recommends a committee be organized to prepare, a detailed scope of work for
assessing the market demand and opportunities for air transportation in the San Diego region. These individuals should include, at a minimum, representatives from the Federal Aviation
Administnition, Department of Defense, State Division of Aeronautics, City of San Diego,
County of San Diego, San Diego Unified Pori District, SLWAG, business community, labor representatives, academic community, and the Congressional delegation.
This committee would form the basis, not only for developing a consensus on the airport study
effort, but also assist in s~uring funding for the study, It is intended that the frst phase of the study could be accomplished within 6 nionths after assured funding, at a minimum cost of
$150,0f)O.

Through this study, the region would attempt to answer the following questions:
1. What is the demand for air transportation now and in the future for the Sm Diego region, the bi-national region, and southern California?
What are the opportunities for expanded domestic and international. trade?
This analysis would review the impact of the North American Free Trade Agreement, as
well as potential Pacific Rim Trade on air travel.
Specjfically, how do the region’s major industries (e,g,, tourism and the major categories of manufacturing) depend on air transportation?
What fortcasts are the airline industry wfiig to share regarding air transportation?

5. Is there a net economic gain to the figion if it meets its air tmnsportation demand?
These and other questions would be reviewed by the advimq group assembled for the scope of
work and brought back to the Board for its approval prior to commencement of the study effort.

Three initi,al meetings have been set in March (March 3, 17, and 31). Notification of the
proposed project also has gone to San Diego’s Congressional delegation. Results of the
Committee’s work as well as identified funding sources will be brought back to the Board at its

Elections Code section 5353 authorizes your Board to place an advisory measure on the ballot for the purposes af allowing voters to voice their opinion on substantive issues. The results of the advisory vote will not be controlling on the county or any other government entity.
The Elections Code also provides that your Board, or any member or members authorized by your Board, may file a written argument in favor of any county measure submitted to the voters (Elec, Code f 3783). This argument may be fil8d with a combinakkm of voters or associations. Arguments filed by your Board, or members authorized by your Board, are given priority in the event more than one argument is filed (Elec. Code 3 3786). Additionally, authors of written arguments have the right to prepare arid file rebuttals to contrary arguments filed on County measures.
