RECOMMENDED ACTION:
Adopt Resolution No. 94- I I b approving plans and specifications and authorizing th
City Clerk to advertise for bids for the construction of the repairs to Buena Vista Cree
Concrete Channel east of El Camino Real, Project No. 3385.
ITEM EXPLANATION:
Buena Vista Creek is a major drainage channel traversing the northern City boundaq
draining major portions of Oceanside, Vista and Carlsbad to the Buena Vista Lagoon. I
recent years, the concrete portion of the channel extending 300 feet east of El Camin
Real has experienced undermining and slab uplift. This condition, if not corrected, coul result in total channel failure and risk potential damage to the El Camino Real bridge.
As a temporary emergency measure, rocks were placed next to the beginning of th
concrete channel where water was going under the concrete. This temporary measure di not stop the water flow under the channel slab. Additional subsurface investigations we1 required to determine the total extent of the damage and to formulate the proper rep2 measures.
The investigation and analysis of the damage have now been completed. The rep2
measures have been designed and plans and specifications have been prepared 1
perform the work. The proposed repairs consist of:
Installing twelve-foot long sheet piles at the beginning of the concrete channel 1
Filling the voids underneath the existing concrete invert by injecting grout.
Installing a perforated drainage pipe at all existing vertical and horizontal wec
holes.

ENVIRONMENTAL REVIEW
The Planning Director issued a Notice of Exemption for this project on September 1 0, 199
CALIFORNIA COASTAL COMMISSION
The proposed repair activity is outside the coastal zone and will have no effect on tt project.
CALIFORNIA DEPARTMENT OF FISH AND GAME
The City and the Department of Fish and Game reached agreement on March 16, 19s
regarding the proposed repairs. Some conditions were made a part of the agreement ar
they have been incorporated into the project.

US. ARMY CORPS OF ENGINEERS
The repair work falls under a Nationwide Permit classification. A request has been filed with the Army Corps seeking a final determination. It is expected that the work will be performed under the Nationwide Permit notification procedures and will not cause any project delays.
REGIONAL WATER QUALITY CONTROL BOARD
An Application for Water Quality Certification has been submitted to the California Regional
Water Quality Control Board, San Diego Region. It is expected that the certificate will be issued in a timely manner and will not cause any project delays.
GENERAL PLAN CONSISTENCY
The Planning Commission Determination for General Plan Consistency was approved on
September 18, 1991 as part of the Capital Improvement Program.
FISCAL. IMPACT:
Estimated project costs are as follows:
Design & Design Administration $50,000
Estimated Construction Cost 120,500 Construction Contingencies (1 5%) 14,000
Inspection/Administration (1 5%) 14,000
TOTAL PROJECT COST ESTIMATED $1 98,500
The City Council appropriated $50,000 in the 1991 -92 Capital Improvement Program for thc
design of this project, and $1 50,000 in the 1992-93 Capital Improvement Program for thc
construction of the project, both from General Capital Construction funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE ClTy CLERK TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
REPAIRS TO BUENA VISTA CREEK CONCRETE CHANNEL EAST
OF EL CAMINO REAL, PROJECT NO. 3385.
WHEREAS, the City Council of the City of Carlsbad has determined it necess
desirable, and in the public interest to construct the repairs to the Buena Vista Creek Canc
Channel East of El Camino Real; and
WHEREAS, plans, specifications, and contract documents for the furnishing for all la
materials, tools, equipment, transportation, and other expenses necessary or incidental for
project have been prepared and are on file in the Engineering Department of the CiQ
Carlsbad; and
WHEREAS, the City Council of the City of Carlsbad had previously appropriated fund:
