RECOMMENDED ACTION:
Introduce Ordinance No. /Yf;-29& to establish a prima facie 35 mile per hour spec
upon Rutherford Road from Faraday Avenue to Priestly Drive.
ITEM EXPLANATION:
Rutherford Road is an industrial collector road having a curb-tocurb width of f
located in the Carlsbad Research Center, northerly of McClellan-Palomar Airpo
between College Boulevard and El Camino Real. Approximately 4,000 vehicles p utilize the road to access businesses located on or adjacent to Rutherford Road. \
parcels of land exist in the Carlsbad Research Center, therefore traffic volumc
expected to increase in the future.
The subject segment is relatively flat and 0.75 miles in length. Parking is allowed c
sides of the roadway. A two-way left-turn lane has been striped on Rutherford ROi one traffic lane in each direction provided. Six streets intersect Rutherford Road a1
five of the streets are cul-de-sacs.
Sections 22357 and 22358 of the California Vehicle Code authorizes local author establish a prima facie speed limit on the basis of the results of an engineering ant
survey. Staff presented the results of the survey to the Traffic Safety Commiss
January 3, 1994. The engineering and traffic survey considered such factors
number of collisions that have previously occurred on this road segment, roadwayfe
traffic volumes, pedestrian volumes and crossing locations, adjacent land uses, dl
locations and the critical speed. Based upon the results of the engineering an(
survey, the Commission recommended, by a 4-0 vote, that a prima facie 35 mile p
speed limit be established upon Rutherford Road from Faraday Avenue to its tern
Priestly Drive.
FISCAL IMPACT
Installation of six speed limit signs will cost approximately $600.

CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSE
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.450 TO ESTABLlSl
PRIMA FACIE 35 MILE PER HOUR SPEED LIMIT UPON RUTHERFORD RC
FROM FARADAY AVENUE TO ITS TERMINUS AT PRIESTLY DRIVE.
WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains
SECTION I : That Title IO, Chapter 10.44, of the Carlsbad Municipal Code i!
by the addition of Section 10.44.450 to read as follows:
"1 0.44.450 Rutherford Road:
Upon Rutherford Road from Faraday Avenue to its terminus at Priestly Drive
facie speed limit shall be thirty-five miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its ad
