Adopt Resolution No. (?/-/go approving plans and specifications and autho
City Clerk to advertise for bids for the repairs to the biological mitigation for the
Airport Road West Assessment District and also to make repairs to the north sic
within the same project limits.
ITEM EXPLANATION:
The plans, specifications, and cost estimate have been completed for erosion ca
repair of slopes and for repairs to mitigation plantings that were established as p
California Coastal Commission permit to build the Palomar Airport Road West Ass
District project. The Engineering Department, in consulltation with the
Department, has reviewed and approved the plans and specifications. The projed
repairs to slopes, replanting of vegetation and revisions to the existing irrigation 5
include some additional distribution lines. It was necessary to replant since thc
required that irrigation water be shut off. Consequently, many plants died i
replacement.
The maintenance program for the plantings on the south side of Palomar Airport
be aggressive in the first year and decrease proportionately over the remair
required for the monitoring period following project completilon. It is expecte
plantings on the south side of Palomar Airport Road will be self-sufficient at the e
years which is the remaining time of the original five-year monlitoring period. Tt
on the north side of Palomar Airport Road where erosion has occurred will be rep(
hydroseeded. There is no monitoring requirement for the slope repair work.
FISCAL IMPACT:
The total estimate is $126,000. A cost breakdown follows:
Construction & Related Costs:
Construction contingencies (1 5%)
Construction inspection (1 5%)
Construction administration (5%)
Revegetation south side of Palomar Airport Road
Repairs to slopes & hydroseed north side of Palomar Airplort Road
Maintenance costs of revegetation; Avg. $300/mo. x 24 mos.
TOTAL $
The above costs will be paid from remaining Palomar Airport Road Assessmer
funds held for mitigation and monitoring. The current accounit balance is apprc
$260,000. The Council previously approved Resolution Number 91 -400 which prc
expenditure of funds to do the work.

ENVIRONMENTAL REVIEW:
The General Plan Consistency determination has been made and the Planning Dir
reviewed this project and has issued a Negative Declaration. The above work i! by the original California Coastal Commission permit.

AUTHORIZING THE CITY CLERK TO ADVERTISE BIDS FOR THE

WHEREAS, the City Council of the City of Carlsbad has determined it
desirable, and in the public interest to perform the repairs to the existing mitigation G
