Encinas. NCTD has agreed to reimburse the City for costs of two travel lanes to cc
the north and south segments of Avenida Encinas up to a cost of $207,000. NCT
also agreed to deposit the funds with the City within thirty (30) days of execution c
agreement with the City.
The City has received all the required road easement dedications from the Si
Carlsbad Associates and the North San Diego County Transit Board.
This project consists of two road Segments "A" and Segment "B. Segment "A" \
constructed with the NCTD funds, and Segment "8" will be constructed with the
previously received from EWWTP as a condition of its Site Development
Construction is anticipated to begin in July, 1994. The construction of Segment "A"
completed by October, 1994. The construction of Segment "B" will be comple
December of 1994 due to additional time needed for undergrounding of overhead i
However, Segment "B will be opened to through traffic after the completion of SE
"A" in October, 1994.
As a part of this project, the existing overhead telephone lines in front of the EWM
be undergrounded. The City is agreeing to install conduit and underground cc
structures. The City is also agreeing to pay Pacific Bell Telephone Company $50
install telephone cable, equipment and remove the telephone poles aft

ENVIRONMENTAL:
The Planning Director certified a Negative Declaration and General Plan Cons
determination on February 2,1994. The California Department of State Fish and Ga

FISCAL IMPACT
The total project cost for Segment "A" is estimated at $239,000. NCTD will dc
$207,000 into the project account. Project costs exceeding $207,000 will be paid I
City of Carlsbad. It is expected that any City contribution will be in the form of Enginc
and Inspection staff services. The construction costs for Segment "B has been estii
at $685,000. This includes the costs of undergrounding of Pacific Bell's overhead
Funds in the amount of $622,000 have been collected from MP as a condition c
site plan. The EWWTP deposited funds have accumulated interests in the amoi
$1 00,000 which has brought the total available funds for Segment "6" to $700,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANSAND SPECIFICATIONS TO ADVERTISE
FOR BIDS AND APPROVING AN AGREEMENT WITH PACIFIC BELL
TELEPHONE COMPANY FOR THE AVENlDA ENCINAS EXTENSION,
PROJECT NO. 3416.
WHEREAS, the City Council of the City of Carlsbad hereby finds it necessary, dc
and in the public interest to extend Avenida Encinas; and
WHEREAS, plans and specifications are completed and are ready to be adver
bids; and
WHEREAS, per the agreement, Pacific Bell Telephone Company will undc
overhead lines; and
WHEREAS, the North San Diego County Transit Development Board has entered
agreement with the City to pay for the costs of Segment "A" road construction; and
WHEREAS, the City agreed to pay for costs of segment "A" in excess of $207,C

Pacific Bell’s cost of relocating and converting its facilities is $50,472.00. Please sign the

Please allow approximately 200 days after we receive your check and signed agreement
for us to complete our work.
Due to the rising cost of labor and material, this figure will apply for 30 days. If we do
not receive payment by that time, it may be necessary to re-estimate the job and any
additional charges will apply.
