RECOMMENDED ACTION:
Adopt Resolution Nos. vq-/2? , 9Y-/6?0, 9q- /st'', and 9rP- 132, appointinc members to the Planning Commission.
IT€M EXPLAUATION:
The terms of Marni Betz and Tom Erwin expire in April, 1994. Marni Bet originally appointed in May, 1993 to fill an unexpired term. At the conclus.
this term, she will have served 11 months. Mr. Erwin was originally appoinl the Commission in June, 1088, and will have served six years at the conclusi his term.
In addition, the City Council, at their meeting of February 16, 1993, extendt service of Matt Hall and Clarence Schlehuber for one additional year. extensions also expire in April, 1994. Mr. Hall will have served a total ( years, and Mr. Schlehuber will have served a total of 13 years.
In accordance with Section 2.24.020 of the Carlsbad Municipal Code, member appointed by a majority vote of the City Council. Two appointees will servc year terms, and two appointees will serve the remaining three years in the teri being vacated by Mr. Schlehuber and Mr. Hall.
Other members of the Planning Commission are: Bailey Noble, Peggy Savary, ar We1 shons.

Community Activities
As chairman of the city's first Beach Erosion committee, initiated discussions with State Department of Fish and Game resulting, with the council's support, in construction of artificial reef at the mouth of Batiquitos Lagoon.
Also as chairman of this committee, went to Washington D.C. with Ann Kulchin and staff member John Cahill to lobby
successfully for a study by the Corps of Engineers of the Carlsbad coastline. Still attend Beach Erosion Committee
meetings, though no longer a member, and attend the SANDAG
Shoreline Erosion Committee meetings.
Was a member of the Technical Advisory Committee for the North Beach Planning/Traffic Study.
Assisted city staff and consultants in providing technical data about Agua Hedionda Lagoon when SDG&E proposed a new power plant in Carlsbad. Testified at public hearing held in Carlsbad by the PUC(Pub1ic Utilities Commission) about ' possible effects of such a plant on the lagoon.
President and founding member of the Agua Hedionda Lagoon Foundation.
Currently participate in HMP(Habitat Management Plan) advisory group, representing the Agua Hedionda Lagoon Foundation. Member of the ad hoc Master Plan Advisory Committee for
the Redevelopment Area.

Work Experience:
Worked for Victorian Railways (Australia) in Bookkeeping
Department until WW11. After War, worked for Repatriation Commission (U.S.A. equivalent V.A.). Immigrated to Canada in 1948 and worked for CIL as a chemical operator. Organized union and went to work full time for Chemical Workers Union from 1953 to my retirement in 1983. Served as an International
Representative in Western and Eastern Canada, and in the western states of U.S. as Vice President and Regional Director. Upon my retirement, settled in Carlsbad.
In addition to my routine admsnistrative duties while employed with the Chemical Workers Union, I represented U.S. workers
in Geneva at the International Labor Organization Health and
Safety Conference on behalf of the U.S. Government. I also served on CAL-OSHA sub-committee establishing asbestos standards and served on CAL-OSHA Advisory Committee from 1978 to 1983.
Military Service Experience:
Served in 6th Bn. Royal Melbourne Regiment and Royal Australiar Air Force (Air Crew) in WW11. After War, served in Canadiai
Army Reserve, 39th Technical Squadron-, RCEME.
Community Service:
Worked as a volunteer in Maintenance Dept. at Mission San Lui
Rey. Tutored for Carlsbad Adult Literacy Program.
Led neighborhood coalition for Larwin Park, using knowledg
of EMF and Growth Management Plan to settle differences betwee neighbors and City Parks Dept.
Appointed to Arts Commission in 1992. Have attended 100% (
meetings since appointment.
Presently am liaison between Arts Commission and Arts Associate

Community Activities
I live on Bristol Cove, a waterway leading to Aqua Hedionda Lagoon, one of Carlsbad's most treasured assets. I continuall: monitor the lagoon, to check on silting, sandbars, litter and 1 general quality of the water and surroundings, I have participated in the cleanups conducted by Parks and Recreation I made a presentation to the Planning Commission regarding impacts of the proposed Hubbs-Sea World sea bass research facility. I am active in affairs regarding the upkeep of Bris Cove. I participated in the recent Parks and Recreations surv regarding slalom skiing on Aqua Hedionda.
With my wife, we regularly hike Carlsbad's beaches and chaparr
back country.

growth ahead of Carlsbad, and would like to participate in tha planning.
I believe that the planning, economic and overview aspects of executive experience can be of benefit to the City of Carlsbac

Adopt City Council Policy for appointments to the Planning Commission, Design Review
Board and Housing and Redevelopment Advisory Committee.
ITEM EXPLANATION:
Under the proposed Council Policy, membership on the Planning Commission, Desigr
Review Board and Housing and Redevelopment Advisory Committee would be limited to twc
consecutive terms. An individual retiring after two terms may be eligible for consideration foi
any other City board, committee or commission, and could be considered for reappointmen
after a two-year waiting period. Individuals appointed to an unexpired term would be eligible
to be reappointed for two consecutive terms. This Council Policy is the same policy
implemented by Mayor Lewis for appointments he makes to the remaining commissions,
committees and boards. This item was discussed at the January 22, 1991 City Council
The City Council has directed staff to evaluate the feasibility of bringing more continuity to
term lengths. This report will be coming to the Council in July.
