I ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 90-04-1, also known as Tierra Santa Fe Unit 1. This subdivision is located in Local Facilities Management Plan (LFMP) Zone 11, north of Calle Barcelona approximately half a mile east of Ranch0 Santa Fe Road. lt is comprised of 20 lots with uses as follows: 20 single family residential units. This is the first phase of the approved tentative map and proposes to develop 7.453 acres of property. The final map conforms substantially with the Tentative Map, as approved by City Council on June 4, 1991 per Resolution No. 91-I 82 and as extended and amended by City Council on June 22, 1993 per Resolution No. 93-l 82. The final map also conforms to the General Plan and all the applicable requirements of the Municipal Code and City Standards. This map has been found to be consistent with the Growth Management Ordinance. The project density is 3.2 dwelling units per acre which is within the density range of O-4 dwelling units per acre specified for the site as indicated on the Land Use Element of the General Plan, and is at or below the growth control point of 3.2 dwelling units per acre. The findings required to approve the project were made as part of Planning Commission Resolution No. 3148 adopted on February 8,199l and accepted by City Council on June 4,199l. This map has also been found to comply with the requirements of LFMP Zone 11. Currently, the public facilities within or impacted by Zone 11 do not meet the adopted performance standards. Specifically, improvements to Ranch0 Santa Fe and Olivenhain Roads are required. City Council has required that the funding of Ranch0 Santa Fe Road and Olivenhain Road must be guaranteed before any development takes place in the area bounded by LFMP Zones, 11,12 and portions of Zone 8. Upon the failed attempt to form an assessment district, City Council had directed staff to proceed with the formation of a second Community Facilities District (CFD No. 2) to finance said required improvements. The applicant, however, has proposed alternative financing during the present period up to the formation date of CFD No. 2 in satisfaction of their obligation, using a pre-payment agreement. Resolution No. 94-85 adopted by City Council on March 1,1994 approved the form and pre-payment agreement between the City and Centex Real Estate Corporation, the applicant. The applicant has signed the agreement and has paid the proportionate amount required as financial guarantee for the construction of said required improvements. One-Time Special Development Tax for CFD No. 1 $921307.32 (20 units @ $4,6153661/unit) The exact amount of public facility fees are unknown until the applicant submits an application for Building Permits. Likewise, the drainage area fees are unknown and will be assessed at the time the City adopts a drainage fee schedule. Public improvements for this project include full street improvements, drainage system, potable water system, reclaimed water system and sewer system all to Cii Standards and applicable water and sewer district standards. No detailed economic impact analysis of this development has been conducted. While increased operating expense related to this project are expected to be offset from the increased tax or fee revenue, no exact percentage of offset can be predicted. In connection with the approval of previous developments in the area, Stagecoach Park was dedicated and completed in accordance with the terms of the La Costa Master Plan Parks Agreement. The proposed subdivision is located within and is fully subject to receiving credits form the prior dedication of Stagecoach Park. Fieldstone/La Costa Associates, successor in interest to the parks agreement, has indicated their willingness to make their credits available to any of the individual maps located within the limits specified in the agreement. The parkland dedication requirement for CT 90-04-l is 0.180 acres, which is less than the existing park credit balance. Please refer to Exhibit 4 attached, for the Stagecoach Community Park Dedication Inventory and Park Credit Balance Summary. This project is located within Community Facilities District (CFD) No. 1, Upon recordation of the final map, the CFD assessment will be apportioned to all lots within the subdivision. Because this is a residential subdivision, the owner will be required to pay the one-time special development tax upon issuance of each building permit within the project. Likewise, the owner will be required to pay the additional fair share obligation of the Community Facilities District Fees Pre-Payment Agreement per Resolution No. 9465 upon issuance of each building permit. 2 .C.
